Report- 2 Hour Parking 100 Block of 12th Ave SoREPORT ON PETITION FOR 2 HOUR PARKING
IN 100 BLOCK OF 12TH AVENUE SOUTH
On January 19, 1982, the City Council received a petition from residents
on 12th Avenue South for consideration of a petition to post the 100 block on
12th Avenue South for 2 Hour Parking 8:00 A.M. to 4:00 P.M. This petition was
signed by the owner of the Char -Lyn Apartments 114 12th Avenue South and 28
apartment renters, 7 apartment renters of the Mayflower Apartments and 5 owners
of homes on the east side of 12th Avenue South. (see attached petition).
The petitioners state that all day parking by employees working in nearby
areas make it impossible for people visiting residents to find a parking place.
(see attached sheet).
Visual surveys done jointly by the Engineering Department and Police De-
partment have been made during working days and a typical count of the total
cars parked in this block is as follows:
East side 10 (capacity 20)
West side 10 (capacity 20)
It is not certain that all of these cars are owned by non residents but
based on the observations of the residents who initiated the petition, it is
likely that a high percentage of the cars are non- residents. A police license
check on Wednesday, January 27, 1982 seems to substantiate this assumption as
none of the 20 cars checked thru the computor listed to residents of the 100
block.
In the block on 12th Avenue South between Excelsior Avenue and First Street
South the following counts are typical of vehicles parking during working days
as follows:
East side posted 2 Hour Parking 8:00 A.M. 6:00 P.M. 2
West side unposted (Legion Club to 1st St. So.) 17
In the block on First Street South between llth Avenue and 13th Avenue the
following counts are typical of vehicles parking during working days as follows:
North side posted no parking 0
South side posted 2 Hour Parking 8:00 A.M. 6:00 P.M. 0
In the blocks on llth Avenue South from Excelsior Avenue to Second Street
the following counts are typical of vehicles parking during working days as
follows:
West side Exc. to 1st St. Posted 2 Hour Parking
8:00 A.M. 6:00 P.M. 15
East side Exc. to 1st St. (mostly no parking 2
West side 1st to 2nd Posted no parking 0
East side 1st to 2nd Posted no parking 0
Previously the Council authorized the posting of the north side of Second
Street South from 12th Avenue to the alley east. This was pursuant to a complaint
by the owner of abutting property regarding employee all day parking in front of
their homes. (see attached map showing present parking postings).
CONCLUSIONS
The posting of the 100 block on 12th Avenue South for 2 Hour Parking
8:00 A.M. to 6:00 P.M. would probably force the all day parkers to look
elsewhere for parking. However, winter conditions make enforcement difficult
as chalking of tires is virtually impossible under snow conditions. Enforce-
ment would have to be limited to an intermittent or complaint basis. Also
enforcement must be applied uniformly and the vehicle of a resident is subject
to being ticketed the same as a non resident parker.
The problem does not disappear but is usually moved to another location or
the parkers may resort to moving cars to avoid being tagged for a parking vio-
lation. Neither of these alternatives is a satisfactory solution.
If the 100 block is posted for 2 Hour Parking, the south side of First
Street South from llth to 13th Avenue, presently posted for 2 Hour Parking
(and practically unused) could be utilized for all day parking by removing
the present posting. This section could accomodate approximately 18 cars.
Additional all day parking could be available by the use of the parking
space on 13th Avenue South on the west side between First Street South and
Second Street South which is used for Central Park. This daytime use would
not conflict with the park use as the employee cars would probably be gone by
the time the park users arrive for the evening games and activities. The City
would have to keep the snow plowed to the curb on 1st Street South so that the
parking would still leave sufficient width for 2 lanes of traffic. The area at
Central Park would have to be plowed to permit the cars to be parked at right
angles to 13th Avenue.
The City does provide employee parking space on the city owned former rail-
road right -of -way south of County Road 3. This is further from the CBD than some
of the other on- street possibilities mentioned above.
One other alternative for possible employee use is the parking area on 12th
Avenue South used by the American Legion and St. Josephs Church. However, the
City has no control over this area and private arrangements would have to be made
by individuals, assuming the owners are interested in providing parking for all
day parkers.

The reap ^n for this is, many are senior citizens, do not
have cars, but there is nowhere for their company to park.
From 8 A! until 4:30 PM it is impossible to find a parkin
place in this area. There is approximately 30 cars parked
in this block Monday through Friday.
Apparently employees working in nearby areas causes our
problem.
This parking will apply to all private homes as well as
apartments in this block.
