Resolution 82-2999CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 82 -2999 A RESOLUTION DECLARING AN EMERGENCY AND AUTHORIZING AND ORDERING CONTRACT FOR REPAIRS OF CITY WATER WELL NO. 4 WHEREAS, the City of Hopkins owns and operated five public water wells No. 1, 3, 4, 5, and 6, which are the source of water for all practical purposes for the people of Hopkins, including fire and other possible disasters, WHEREAS, Hopkins water well No. 3 has been condemned and closed by the State of Minnesota Board of Health due to tarvia contamination, which well has not been replaced, and WHEREAS, on February 5, 1982 th City Manager was advised that Hopkins Water Well No. 4 had ceased its operation and required immediate and substantial overhaul and repairs inclnriing the removal and exchange of certain well mechanisms, pipes and parts, and WHEREAS, time is of the essence for such repairs, which repairs must be made as soon as possible, and WHEREAS, it is apparent that such repairs must be cam enced immediately to avert possible damages which might be caused by lack of city water, and WHEREAS, possible bidding for such work cannot be used because of such emergencies, and competitive bids therefor will not be received NOW THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Hopkins as follows: 1. That an emergency exists in the City of Hopkins in connection with conditions and operations of the public city water system in the city. 2. That the cost of the repairs and overhaul of said Hopkins city water well no. 4, after thorough examination of its condition, has been quoted to be in the sum of $26,797.00. 3. That such repair and overhaul is to be commenced immediately and must be completed expeditiously in order to avert the shortage and dangers arising out of its present condition. 4. That the firm of Layne- Minnesota Company, whose address is 3147 California N. E., Minneapolis, Minnesota, an experienced, reliable and reputable well and water organization, has offered or bid for the repairs and overhaul necessary in connection with said well no. 4, in the total sum of $26,797.00, with the understanding that such repairs shall commence immediately. 5. That the Mayor and the City Manager are hereby authorized, empowered and directed to enter into and sign a contract with said Layne Minnesota Company for the repair and overhaul of said Hopkins water well no. 4 as hereinabove described.
