Subject: Preliminary Plat, Opus Corporation
As you are aware, at the July Zoning and Planning meeting, the Commission approved
the preliminary plat for the property in the southern corner of Hopkins proposed
for development by the Opus Corporation.
This item was subsequently held from Council consideration until the exact design
of the interior street could be resolved. The preliminary plat shows 10th Street
South as a through street. However, because of a strong opposition by the Westbrooke
Patio Homes, the Planning Commission at their last meeting approved a concept plan
which would have 10th cul -de -saced and be used only for emergency access. The Opus
people have said they have no problem with this request, but they would like to wait
to make any formal revision on the 10th street access until presentation of the final
plat. This will allow them to better detail their development plans and to meet
with the Westbrooke Patio: Homeowners Association to formulate an acceptable plan
for the street design.
However, they have already requested that the preliminary plat be presented to the
City Council for consideration and approval at their next meeting. This appears
to present no problem. In any approval, however, it should be contingent upon the
following conditions:
1. that the final plat be revised to reflect the
concerns expressed by the Zoning Planning Commission.
2. that the final plat be reviewed by the Zoning Planning
Commision prior to being presented to the City Council
(this action was requested as part of the Zoning and
Planning concept plan approval).
