Z & P Commission Minutes 9-28-82A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
September 28, 1982, at 8:00 P.M. in the Council Chambers of the City Hall.
Present were Chairman McDonald, members Folk, Lavin and Reinehr. Also present were
City Manager Craig, City Engineer Strojan, Community Development Director Kerrigan,
and Assistant Community Development Director Norris.
Item: Mrs. Lavin moved and Ms. Reinehr seconded a motion that the minutes of the
August 31, 1982 meeting be approved and signed. Motion carried unanimously.
Item: Appearance by Dale Edstrom, Minnetonka Planning Commission Chairman and
8 -265 Ann Perry of the Minnetonka Planning Department to discuss annexation.
Mr. Edstrom and Ms. Perry discussed the possible annexation /detachment
alternatives with Commission and staff as proposed on the handout given
by Minnetonka.
Action: A decision was made that the Minnetonka Planning Department get approval
from their Council to go ahead with suggested proposals and that our staff
prepare a letter to go to the involved properties for their views on the
proposal. Also staff is to prepare a valuation and mill rate analysis of
the affected properties. A response from Minnetonka is expected after
the Council work session October 12, 1982.
Case No: Continued hearing to consider a proposed change in Section 427.51(1) and
82 -02 (3) and 427.36H(a) of the Hopkins Zoning Ordinance increasing the number
268 -508 of required car parking areas for certain residential properties.
After review of the proposed ordinance, the Commission suggested that
Section I be changed to reflect that "twenty -five percent (25 thereof
may be designated, delineated, marked and used in dimension of not less
than 8 feet by 16 feet provided such parking spaces are clearly marked
as "COMPACT CARS
Also, Mrs. Lavin suggested that Section 427.45(1) be re written to reflect
"In any areas zoned R -1A, R -1B, R -1C, and R -1D and in any other area where
a building is designated to and does contain not more than four units,
2 spaces per unit.
427.45(3) language to be changed regarding eleven dwelling units and
427.45(3)"Inany residential structure containing more than 11 dwelling
units, there shall be no less than 11 parking spaces for the first bedroom
and an additional 1 parking space for any unit of 2 or more bedrooms,
however, upon a showing of special circumstances, only 11 parking spaces
may be provided if additional green space is set aside for future parking
if needed
Mr. Ginkel stated that he felt that they were responding to the problem
and he again stated that the parking for their buildings is most adequate
at 1.2.
Mr. Kerrigan stated that 427.45(1) the words "residential districts"
could be used instead of all designations.
Action: Mr. Folk moved and Mrs. Lavin seconded a motion that the hearing be
continued to the October meeting and that a revised draft of the ordinance
be made reflecting the above mentioned changes. Motion carried.
Case No: Continued hearing on an application by Paul Hartman for a Conditional Use
82 -21 Permit to place a sign in an existing base which does not conform to the
514 -609 12.5' setback requirement at 1701 West Excelsior Avenue.
Mr. Hartman presented the Commission with a drawing of the proposed sign.
He stated that the sign would be lighted if the present underground wiring
is adequate.
Action: Mr. Folk moved and Ms. Reinehr seconded a motion recommending to the Council
approval of the Conditional Use Permit with the condition that the permit
be reviewed in one year for possible problems. Motion carried unanimously.
Planning Commission minutes of September 29, 1982, continued.
Case No: Hearing on an application by the Minneapolis Park Board for a Conditional
82 -42 Use Permit to construct a golf cart storage building on the Meadowbrook
619 -989 Golf Course.

Mr. Jim Caswell of the Park Board presented the plans to the Commission for
a new structure 80'x30' for cart storage.
Mr. Don Smith and wife Judy, and Mrs. Diane Sparboe spoke against the
location of the new structure. They are not against a new structure, only
the location and suggested that it be placed where the old structure now
stands. They also stated concern regarding the overflow parking on their
street. A petition was presented to the Commission opposing the construction
of the building.
Action: Mrs. Lavin moved and Mr. Folk seconded a motion that the hearing be continued
to the October meeting and instructed the applicant to see if some other
location could be feasible. Motion carried unanimously.
Case No: Continued hearing on an application by Centurion Company for a Conditional
82 -23 Use Permit for development of 102 dwelling units at Lake Street and Van Buren
990 -993 Avenue North (former Homedale Nursery site).
Action: Ms. Reinehr moved and Mr. Folk seconded a motion that the hearing be
continued to the October meeting as requested by the applicant. Motion
carried unanimously.
Case No: Hearing on an application by the Hopkins School District for a Variance to
82 -38 erect a double faced sign that exceeds the 50 square foot maximum require-
995-1001 ment at Harley Hopkins School, 125 South Monroe Avenue.
Action: Ms. Reinehr moved and Mr. Folk seconded a motion that the request of the
applicant for withdrawl of the application be granted. Motion carried
unanimously.
Case No: Hearing on an application by Cheryl Lents for a Conditional Use Permit to
82 -40 hold semi weekly exercise classes in the Ramsgate Apartment complex.

Action: Mrs. Lavin moved and Ms. Reinehr seconded a motion that the hearing be
tabled until notice from the applicant. Motion carried unanimously.
Case No: Hearing on an application by Mark Z. Jones for Waiver of the Platting
82 -41 Requirements to divide the property on the northeast corner of Blake Road
1013 -1027 and Excelsior Avenue into two parcels.
Action: Mrs. Lavin moved and Ms. Reinehr seconded a motion to table the hearing
until further notice from the applicant. Motion carried unanimously.
Item: Review Ordinance No. 83 -512 Manufactured Single Family Homes.

Mrs. Lavin moved and Mr. Folk seconded a motion that the item be continued
to the October meeting at which time they should have a full Commission.
Item: Discussion on the landfill area continued to the October meeting at which
time they should have a full Commission.
Item: Discussion of the Central Business District Redevelopment Program continued
to the October meeting at which time they should have a full Commission.
Item: Ms. Reinehr stated that this would be her last meeting, resigning from the
Commission for personal reasons.
Action: Ms. Reinehr moved and Mr. Folk seconded a motion that the meeting be
adjourned. Motion carried unanimously.

1. Applicant has an apartment complex under construction at 97 Blake Road
North. Both the land on which the existing Westside Village I apartments
are located and the site for Westside Village II apartments are presently
platted as one parcel. The applicant is requesting a Waiver of the Plat
to divide this parcel to locate each of these complexes on its own parcel.
2. Applicant has submitted a boundary survey dated 10/23/81.
3. It has been past practice to allow a Waiver of the Plat on a single division
of property providing the County Registrar finds the description as presented
acceptable.
