1. Applicant is requesting a Conditional Use Permit to construct a golf cart
storage building on Meadowbrook Golf Course. Property is located in an
R -1 -C District.
2. Ordinance 427.33(2)(c)(3) states that a Conditional Use Permit may be
granted for a building in a public park provided it is 50 feet or more
from all lot lines in an R District. Proposed structure is to be located
approximately 185 feet east of. Meadowbrook Road and 400 feet from the
southerly property line.
3. Applicant has stated that structure would be built on existing parking
lot, so there would be no landscaping around the structure.. Structure
is to be wood frame, and connected to electrical and water lines. Appli-
can has also stated that the existing cart storage structure would be re
moved upon completion of the new building.
4. With the placement of the building on the parking lot, 11 spaces are to be
eliminnated. The applicant has stated that these spaces will be provided
thru restriping of the lot. If approved, the applicant would be required
to submit a parking plan reflecting this matter.

Dear Mr. Caswell:
The members of Interlachen Country Club understand that the Minneapolis
Park and Recreation Department wishes to request a zoning variance so
that a cart shed on the Meadowbrook Golf Course could be built with a
setback of 34 feet from our property line instead of the required 50
feet.
The dimensions of the proposed building are 30' x 80' and 8' high at the
eaves. Upon completion of the building, trees and shrubbery would be
planted to create a visual screen from the Interlachen property.
The members of Interlachen Country Club are not opposed to the requested
variance.

STAFF FINDINGS COMMENTS: Norris- Kerrigan
1. Applicant is requesting a Conditional Use Permit to construct a golf cart
storage building on Meadowbrook Golf Course (R -1 -c) Proposed structure
is to be partially on the site of the existing structure in southwest
portion of the golf course. Existing structure is 20 feet from lot line,
proposed structure is to be 60 feet from east lot line. Both existing
and proposed structures are 39 feet from south lot line. Proposed
structure is to be 80'x30'.
2. Ordinance 427.33(2)(3) states that a Conditional Use Permit may be granted
for a building in a public park provided it is 50 feet or more from all lot
lines in an R District. Applicant is also requesting a variance from
Ordinance 427.33(2)(c)(3) in regards to the proposed structure setback on
the south side being 34' rather than the required 50'. Directly to the
South of the proposed structure is the Interlachen Golf Course.
3. Ordinance 427.23 states that variances be approved only if enforcement of
the zoning ordinance would cause undue hardship to the applicant. Applicant
has stated that there is a storm drain located 10 feet north of the proposed
structure and this prohibits the structure from complying with the 50' set-
back requirement.
4. At the September 28, 1982 Zoning and Planning Commission meeting the appli=
cant applied fora Conditional Use Permit to build a structure i n the golf
course. The Commission took action to continue the hearing and requested
that the applicant look into a different location for the structure due to
concerns from residents along Meadowbrook Road. The current application
has the proposed structure located approximately 300 feet to the south of
the previously proposed structure. The latest proposed structure may be
visible to a house in Edina, to the east, and to a house in Hopkins to the
northwest. The attached photographs are taken from the site of the proposed
structure; it is possible that the proposed structure will not be visible to
the house to the northwest when there is full foilage.

Dear Commissioners:
Please note the location of the proposed cart storage building (extreme
southerly portion of the Meadowbrook Golf Course) is in keeping with
testified wishes put forth by the surrounding residents as presented
at your meeting on September 28, 1982. Their preference to have
the new building remain where the old building was, has been considered
in our request as shown on the attached sketch.
Please note the presence of a storm drain located 10 feet north of
the proposed building line, which essentially prevents the adherence
to Ordinance 427.33 specifying the 50 foot side lot setback. Our
feeling is that to place the building over this storm drain may be
detrimental to its function in years to come. Because it apparently
drains an area of residential development, we are extremely hesitant
to endanger its continuous use.
Also note the adjacent property south of Meadowbrook is non-
residential in its use We feel the 16 foot reduction in setback should
not negatively impact the Interlachen Golf Course operation nor its
patrons.
Therefore, in order to compromise locations to most closely agree with
all constraints and requests, we are appealing to your Commission to
support this variance.
