The purpose of this letter is to follow up our conversation of January 5th concerning the
property owned by Hopkins west of Shady Oak Lake and to request discussion by the Hopkins
City Council regarding the disposition of this land.
On January 4th, the Minnetonka City Council approved the concept plan for the Meadow Lake
Addition consisting of 225 townhouses on approximately 87 acres west of Dominick Drive
(enclosed). Of concern to our Council was the disposition of the Hopkins land vis a vis
its continued use as open space /boat access or potential for development. I have placed
the item on our Park Board's agenda to determine their feelings on the subject.
In my opinion, there are two separate issues involved: 1) the necessity for the developer
to obtain an easement over the western portion of your property to obtain access to the
Dominick Drive, and 2) the ultimate use of the remaining property east of Dominick. I
understand, however, that Hopkins prefers to deal with the two issues jointly, i.e. no
easement should be granted until the disposition of the entire site is determined.
I feel the following are the potential options available for the site, exclusive of the
easement area (which in my opinion is the only pragmatic use of the small area west of
Dominick):
1. Hopkins retains the land and continues maintenance as currently occurs;
2. Hopkins sells the property for development of a use consistent with the
Comprehensive Plan low density residential, 1 -4 dwelling units per acre;
3. Hopkins retains ownership of the land, but negotiates an agreement with the Meadow
LakesDevelopers to maintain the site;
4. Hopkins sells the land to Minnetonka for park purposes;
5. Hopkins gives the land to Minnetonka for park purposes;
6. Hopkins sells the land to the Meadow Lakes developers for the purpose of trading
the property for two pieces owned by Minnetonka (also purchased for the golf
course) which are integral to the Meadow Lakes development. The Hopkins land
would then become part of our park system.

S While this list is probably not all inclusive, it does outline the basic options. I am
confident that through a coordinated effort we can resolve this issue for the mutual
benefit of both Cities and the developer.

Council.
