MinutesA regular meeting of the Council of the City of Hopkins, Minnesota, was held on Tuesday, March 16, 1982 in the Council Chambers in the City Hall. Present were Mayor Miller, Councilmembers, Lavin, Shirley and Milbert. Also present were City Manager Craig; City Engineer, Strojan; City Clerk, Renne; Public Works Operations Director, Beecher; Asst. Engineer, Anderson; Assistant Director of Community Development, Anne Norris, Director of Community Development, Jim Kerrigan and City Attorney, Joe Vesely. Absent was counci]_mber, Arimond. Reel 174 Side 1 MINUTES: 1 -5 LICENSES: 5 14 BITT.S• Mr. Milbert moved and Mrs. Lavin seconded the motion to approve 14 20 and authorize for payment the expenditures in the amount of 273,266.12, warrant #637, dated March 16, 1982. A poll of the vote was as follows: Mrs. Lavin, Aye; Mr. Hilbert, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. APPEARANCE: Mr. Jim Lushine appeared before the Council to explain the 20 330 Minnesota Star Cities Program offered by the Minnesota Department of Economic Development action: Mr. Hilbert moved and Mr. Shirley seconded the motion to continue this item to the April 6 meeting. A poll of the vote was as follows: Mr. Shirley, Aye; Mr. Milbert, Aye; Mrs. Lavin, Nay; Mayor Miller, Aye. The motion carried. APPEAR WE: 330 -342 Action: Mr. MIIbert moved and Mr. Shirley seconded the motion to continue this item to the next meeting, April 6, 1982, and notify Mr. Wynkoop that he should appear at that time. Item 82 -36 -S Report on Signs Citywide per Zoning Ordinance 342 348 Action: Mr. Hilbert moved and Mrs. Lavin seconded the motion to continue this item to the next meeting, April 6, 1982. A poll of the vote was as follows: Mr. Shirley, Aye; Mr. Milbert, Aye; Mrs. Lavin, Aye; Mayor Miller, Aye. The motion carried unanimously. LISCENSE SUSPENSION: East End Bottle House Memo from the Police Superintendent recommending suspension of liquor license for from (one to three days) Action: 348 -351 page 1 Mr. Milbert moved and Mr. Shirley seconded the motion to approve the minutes of the March 2, 1982 meeting. A poll of the vote was as follows: Mr. Shirley, Aye; Mr. Hilbert, Aye; Mrs Lavin, Aye; Mayor Miller, Aye. The motion carried unanimously. Additional 1982 licenses on the consent calendar (list attached) #197 Royal Star Liquidation withdrew their request for license. Mr. Hilbert moved and Mrs. Lavin seconded the motion to approve licenses on the consent calendar as listed. A poll of the vote was as follows: Mr. Shirley, Aye; Mr. Milbert, Aye; Mrs. Lavin, Aye; Mayor Miller, Nay. The motion carried. Mel Wynkoop Mel's remodeling regarding relief from contract. Mel Wynkoop could not appear. Mr. Milbert moved that the license be- suspended for one day, but that the suspension be suspended for first offense. A poll of the vote was as follows: Mrs. Lavin, Nay; Mr. Hilbert, Aye; Mr. Mr. Shirley, Nay; Mayor Miller, Aye. The motion did not carry. Mrs. Lavin moved that no suspension be issued at this time. The motion was seconded by Mr. Milbert. A poll of the vote was as follows: Mr. Shirley, Nay; Mr. Milbert, Aye; Mrs. Lavin, Aye; Mayor Miller, Aye. The motion carried. continued LICENSE SUSPENSION: Knutson Liquors Memo from the Police Superintendent 351 485 recommending suspension of liquor license for (one to three days) Action: Mr. Shirley moved and Mayor Miller seconded the motion to suspend the liquor license for three days. A poll of the vote was as follows: Mrs. Lavin, Aye; Mr. Hilbert, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. It was agreed by the Council that the dates of suspension would be March 24, 25, and 26. Mr. Milbert moved and Mrs. Lavin seconded the motion to extend the time to install the sprinkler system until May 1, 1983. A poll of the vote was as follows: Hr. Shirley, Aye; Mr. Hilbert, Aye; Mrs. Lavin, Aye; Mayor Miller, Aye. The motion carried unanimously. Water Ski Show Shady Oak Lake July 14, 1982 6:30 -8:30 p.m in conjunction with the Hopkins Raspberry Festival Mr. Milbert moved and Mrs. Lavin seconded the motion to approve the water ski show with necessary precautions taken. A poll of the vote was as follows: Mrs. Lavin, Aye; Mr. Filbert, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. Mr. Milbert moved and Mrs. Shirley seconded the motion to accept for first reading. A poll of the vote was as follows: Mr. Shirley, Aye; Mr. Hilbert, Aye; Mrs. Lavin, Aye; Mayor Miller, Aye. The motion carried unanimously. Ordinance No. 52 -506 "AN ORDINANCE ESTABLISHING A SYSTEM OF CONTRACTOR LICENSING" Mr. Hilbert moved and Mrs. Lavin seconded the motion to continue this item to the next meeting of the Council. A poll of the vote was as follows: Mr. Shirley, Aye; Mr: Hilbert, Aye; Mrs. Lavin, Aye; Mayor Miller, ^Aye. The notion carried unanimously. Renovation of City Parking lots 500 and 600 as recommended by Barton- Aschman study (commonly known as Tait's and Hopkins Center lots). Mrs. Lavin moved and Mr. Shirley seconded the motion to order an engineer's report regarding this item. A poll of the vote was as follows: Mrs. Lavin, Aye; Mt. Hilbert, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. Improvement of City lot 400 and /or City Hall parking area by construction ofyparking structure. Mt. Hilbert moved and Mrs. Lavin seconded the motion to continue this item., for one month. A poll of the vote was as follows: Mr. Shirley, Aye; Mr. Milbert, Aye; Mrs. Lavin, Aye; Mayor Miller, Aye. rbtion carried unanimously. Ordinance 80 -475 regarding drug paraphernalia Mr. Hilbert moved and Mr. Shirley seconded the motion to instruct the City Attorney to write a letter to Mr. Flakne and Harpo's informing them that the ordinance will be enforced starting April 15, 1982. A poll -of the vote was as follows: Mrs. Lavin, Aye; Mr. Hilbert, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously.
