MinutesA regular meeting of the Council of the City of Hopkins, Minnesota was held on Tuesday April 20, 1982 in the Council Chambers in the City Hall. Present were Mayor Miller, Councilmetbers, Arimond and Shirley. Also present were City Manager Craig; City Engineer,Stiojan City Clerk, Renne; Asst. Engineer, Anderson; Assistant Director of Community Development, Anne Norris; Public Works Operations Director, Beecher; City Attorney, Joe Vesley. Absent were Councilmembers Lavin and Milbert. A poll of the vote was as follows: Mrs. Armond, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. Notion carried unanimously. Mrs. Armond moved and Mr. Shirley seconded the motion to approve the licenses as presented. A poll of the vote was as follows: Mr. Shirley, Aye; Mrs. Arimond, Aye; Mayor Miller, Aye. The notion carried unanimously. Mrs. Arimond moved and Mr. Shirley second the motion to approve and authorize for payment the expenditures in the amount of $497,463.08, dated April 20, 1982, warrant #639. A poll of the vote was as follows: Mr. Shirley, Aye; Mrs. Arimond, Aye; Mayor Miller, Aye. The motion carried unanimously. Mrs. Shirley moved and Mr. Miller seconded the motion to refer matter of the relocation of the post office mailboxes to Zoning and Planning. A poll of the vote was as follows: Mrs. Arimond, Nay; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried. Mr. Shirley moved and Mrs. Arimond seconded the motion to accept the low bid of Bury and Carlson in the amount of $39,672.37, deleting the portion of the bid which covers the relocation of the post office mailboxes. A poll of the vote was as follows: Mr. Shirley, Aye; Mrs. Arimond, Aye; Mayor Miller, Aye. The notion carried unanimously. On the hearing regarding 1982 State Aid Budget Reductions, Mr. Shirley moved and Mrs. Arimond seconded a motion to accept the budget cuts as outlined by the City Manager (copy attached) A poll of the vote was as follows: Mrs. Armond, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. Mr. William Elster appeared before Council to request that a Fair Rent Commission be set up in Hopkins. Mrs. Arimond moved and Mr. Shirley seconded the notion to refer this matter to the Omnibus Commission. A poll of the vote was as follows: Mr. Shirley, Aye; Mrs. Armond, Aye; Mayor Miller, Aye. The motion carried unanimously. APPEARANCE: Orville Young, 114 llth Avenue North appeared before the Council 265 363 protest the routing of traffic through residential neighborhoods. He was informed that the police department is working on this problem and hope that there will be some improvement in the near future. Mr. Tom Hance and Vance Opperman appeared before the Council to inform them of the actions planned by the CIFER (Citizens Interested in Fiscal and Eductional Responsibility) They spoke in favor of the City joining them in a law suit. The Council took no action. Motion carried unanimously. Mrs. Arimond roved and Mr. Shirley seconded a motion to authorize the mayor to sign the agreement with the deletion of the second supplemental agreement regarding damage responsibility. A poll of the vote was as follows: Mr. Shirley, Aye; Mrs. Arimond, Aye; Mayor Miller, Aye. The motion carried unanimously. Ordinance 82-507 "AN ORDINANCE ESTABLISHING A HOPKINS FIRE CODE AND ESTABLISHING A BUREAU OF FIRE PREVENTION DEFINING AND ESTABLISHING THE POWERS AND DUTIES THEREOF AND REPEALING SECTION 108 OF THE 1977 02DE OF ORDINANCES OF THE CITY OF HOPKINS ENTITLED FIRE PREVENTION CODE, EXCEPT HOPKINS ORDINANCE 78 -454" Mrs. Arinond roved and Mr. Shirley seconded the notion to accept the ordinance for second reading and publish. A poll of the vote was as follows: Mrs. Arimond, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. Item: 82 -58 -S Appraisal of the property on west side of Shady Oak Lake. Mrs. Arimond moved and Mr. Shirley seconded the motion to continue this item to the May 4 meeting of the Council. A poll of the vote was as follows: Mr. Shirley, Aye; Mrs. Arimond, Aye; Mayor Miller, Aye. The motion carried unamtimously. APPEARANCE: Ken Wilson of Minnetonka appeared before the Council to 620 684 inform them of racist material being distributed in the community. Ordinance NO 82 -508 "AN ORDINANCE AMENDING SECTION 500.00 SUBDIVISIONS .196 to .202 OF THE CITY OF HOPKINS 1977 CODE OF ORDINANCES IN REGARD TO ELECTRICAL INSPECTION TEES" Mrs. Arimond moved and Mr. Shirley seconded the motion to accept for first reading. A poll of the vote was as follows: Mrs. Arimond, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. Item: 82 -60 -T Report on suggested Traffic Control on County Road 3. 714 718 ACTION: Mrs. Arimond moved and Mr. Shirley seconded the motion to continue this item to the next meeting. Item: 82 -61 -C Recommendation by Hopkins Fire Department for fire lane designations at Oakridge Apts, 640 Oakridge Rd and at Royal Apartments, 134- 11th Avenue South (drawings attached) Mr. Shirley moved and Mrs. Arimond seconded the motion to accept the recommendation of the fire department and authorize the posting of the fire lanes. A poll of the vote was as follows: Mrs. Arimond, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. Miller, Mayor Mrs. Arimond moved and Mayor Miller seconded the motion to continue this item to the May 4 meeting. A poll of the vote was as follows: Mrs. Arimond, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. Mr. Shirley requested that an ordinance be drawn to require a license for tree trimmers. Mr. Vesely informed the Council that he could include this in the ordinance now being drawn for contractors. Mayor Miller suggested that plans be made to meet with the St Louis Park City Council_in the near future. Mr. Craig reported that the opening of Shady Oak Beach will be on May 27, 1982 this year and the Council is invited to attend. Mayor Miller informed that he will attend the LNG conference in Rochester on June 16, 17 and 18 and would like also the attend the Star Cities training session.
