INTER- OFFICE MEMO
TO Bill Craig, City Manager DATE April 29 19 82
FROM Jim Genellie, Administrative Intern
SUBJECT GARBAGE SURVEY
The results of the survey of the 300 gallon garbage container users are as
follows:
Surveys sent out 1,395
Surveys returned 905
Unuseable surveys 72 (blank, now using 90 gal., etc)
Net useable surveys 833
HOPKINS, MINNESOTA 55343
The net useable surveys returned were divided as follows:
Do not want a 90 gallon container:
Want a 90 gallon container:
1010 FIRST STREET SOUTH PHONET 935.8474
633 (76
200 (24%)
Nearly every block had at least one person who wanted to switch to the 90 gallon
containers. Although, of the 79 blocks surveyed, only 5 had more votes for
switching to 90 gallon containers than for keeping the 300 gallon containers.
Only 14 blocks had as many as five people voting for the 90 gallon containers.
(SEE MAP)
Not everyone who voted against switching to the 90 gallon containers did so
because they liked the system. There were also those who voted no because
of the added expense.
It is not possible to determine what percentage of the people voting no actually
like the present system. There were, however, 97 people who voted no and included
comments indicating why they voted no. 68 said they preferred the present system,
while 29 said that they did not like the system but did not want to pay more in
order to change.
The greatest number of complaints about the system concerned full containers and
garbage scattered around. There were a few complaints about property damage and
several about the containers making driving difficult in the alleys.

Dear Resident:
The City is examining the possibility of replacing all of the 300
gallon alley garbage containers with individual 90 gallon roll -out
containers. Please answer the following questions and return this
survey in the attached envelope.
1. Type of container you presently use:
El 300 gallon alley unit
Q 90 gallon roll -out unit
YES NO LJ
Block
2. Would you be willing to pay an additional $1.75 each month for
your own 90 gallon unit, replacing the 300 gallon container?
(This extra cost would also be paid by those who already use
the 90 gallon containers).
This is not a work order. It is not possible to mix containers on a block.
This survey is intended to get the majority opinion to guide the City Council
in their decision.
If you are interested in seeing how the 90 gallon containers work in an alley,
one alley (300 block, between 11th and 12th North) is presently being used as
a test site for the 90 gallon containers.
