Corp (Prkg Lot Renovation)CITY CENTER DEVELOPMENT CORPORATION HOPICINS MINNESOTA October 29, 1982 City Council Hopkins, Minnesota Dear Council Members: The 1980 Downtown Development Plan calls for improvement to the parking lots along Tenth Avenue north of Excelsior Avenue and south of First Street North. The City Center Development Corporation whole heartedly supports this key element of the Downtown Development Plan, and asks that the City Council set in motion the process of preparing the detail designs needed to imple- ment the plan. Preparation of the detail design for the Tenth Avenue parking facilities will require technical expertise in traffic engineering, parking lot design, and landscaping to insure a quality parking area is created. The City Center Development Corporation requests that a professional parking facility design firm with the above expertise be hired to develop the detail design plans. An independent expert will insure a non- biased solution to the parking problems on the north side of downtown in addition to creating a technically sound plan. To guide the parking facility designer a committee should be formed by the businesses using the Tenth Avenue parking area The C.C.D.C. will inform the businesses in the area of the plan to create a detail parking lot de- sign and that they should form a committee. The committee should be from six to ten members in size and have the responsibility for responding to the plans and ideas put forward by the parking lot designer. The committee should include some representation of the Downtown's interests as a whole as well as representatives of the businesses immediately involved. The committee will recommend the final design of the parking area to the City Council for final approval.
