HBA- Ms Pac Man Tournament1 HOPKINS BETTERMENT ASSOCIATION Date: May 14, 1982 Ti Hopkins City Council Re: Request for permission by the HBA to hold Ms Pac Man Tournament. Commencing Friday, July 9, the Tournament would conclude on the Raspberry Festival's Family Day, Saturday, July 17, 1982. Auspices: The Ms Pac Man Tournament would be sponsored by the HBA as an official Raspberry Festival event. The Festival Board has already been approached and has given their unanimous approval to the Tournament. Proceeds: With the exception of the out -of- pocket expenses to run the Tournament, all money received will go to the HBA for civic projects. First priority will be given to the repair of the downtown Hopkins Christmas decorations which have been in service for the past few years. At the present time, repair is estimated at $2500.00. Replacement is too costly to consider. The second recipient of funds would be the Hopkins Berries Baseball team. The HBA Board has voted to donate the next $1000.00 in proceeds from the Tournament to them. (The team would also participate in the operation of the Tournament.) Additional proceeds, if any, from the Tournament would go to the HBA for additional civic projects and promotions. (Note should be made that the HBA will be the ONLY financial bene- ficiary of the Tournament. The local distributors and Midway Manu- facturing, manufacturer of the Pac Man machines, have agreed that all money collected will go to HBA. The distributors and manufacturers will donate machines and other services for the tournament including advertising assistance and promotional benefits. (The Hopkins Raspberry Festival board also agreed to waive the 15% commission fee usually charged for sales by concessionaires during the Festival.) Page 2 Mdy 14, 1982 To: Hopkins City Council Re: Ms. Pac Man Tournament At present, details are not complete with regard to rules, prizes, location of machines, hours of operation, etc., but what follows is a brief outline of current thinking, which is subject to revision and refinement. Promotion: We are in contact with Midway Manufacturing through Mr. Norman Pink, vice president of Advance Carter, a local distributor of video games, for a provisional permit to use the Pac Man logo in our Tournament. We are also asking Midway for additional assistance through their advertising and art departments to help promotoe and advertise the Tournament and to possibly design our logo of a Pac Man chasing a raspberry. The logo would then be used on our official Tournament button, all registration and contest materials, in ads and on a poster, and on promotional T- shirts. Press Releases to all local metropolitan area media will be sent with complete announcement of the contest as soon as details are finalized. Posters using the Pac Man /Raspberry logo developed for the contest will be placed in Hopkins businesses along with contest entry blanks in the form of pre addressed envelopes. It is hoped that a registration period in advance of the actual contest will give us a better concept of how much participation we may expect. There will be a special benefit to pre tournament registrants in the form of an additional five -play score card with $1.00 which will not be available to later registrants. If the pre- registration period is far enough in advance of the contest, we can delay the actual ordering of buttons, the printing of contest rules, and the printing of score cards until we have a more realistic concept of the participation expected thus saving money that may be lost due to over ordering. Tentaive dates for pre registration will be June 1 through 26, with a Hopkins PO Box, Nelson's Bakery and Bursch's Cafe serving as locations accepting the early registrations. Divisions: Participants in the Tournament will compete against one another in one of four age groupings: (1) 13 -18; (2) 19 -45; (3) 46 -64; (4) 65 and older Participant All participants will pay a one -time fee of $5.00 to enter. During Costs: the pre tournament registration, entrants will receive a packet of information including official rules, location of machines and official hours of the Tournament. They will also receive THREE (3) score cards of five -plays each card and FIFTEEN (15) tokens which may be used in any of the official Tournament machines. Registrants during the Tournament dates of July 9 -17 will receive the same official information, but will receive only TWO (2) score cards and TEN (10) tokens. All participants may purchase additional score cards throughout the Tournament for $1.00 per score card which allows five plays. (Usual video game cost is $.25 per play. The Tournament cost will be $.20 per play.) t Page 3 May 14, 1982 To: Hopkins City Council Re: Ms Pac Man Tournament Prizes: Sincerely, 6]; Prizes would be awarded in each of the four age divisions to individuals (1) with the highest single score of the week, (2) with the highest total of five plays in one score card, and (3) with the highest accumulated score by an individual player allowing unlimited number of plays. Prizes are being sought from local merchants and from the Pac Man manufacturers and distributors. Machines: We are anticipating 20 machines from local distributors. We will be seeking the cooperation of 20 Hopkins merchants to have the machines located in their places of business for the Tournament week. In addition, we will be seeking the cooperation of businesses that currently have Ms Pac Man machines on their premises to allow these machines to supplement the 20 on temporary loan. Locations of all machines and the hours they may be used for the Tournament will be listed on the back of all score cards. Validators: Volunteers acting as validators of scores will be assigned to each machine and location during the official hours of the Tournament.. Only validated scores will be accepted for prizes or for the finals. Headquarters: Bursch's Cafe and Nelson's Meats and Bakery will serve as the two main headquarters locations during the Tournament. Participants will return completed score cards to either of these two locations and purchases of additional score cards for $1.00 each may be made there as well.
