Re: Opus 2 Feltl Addition Feasibility Study
Dear Bill:
Now that the city council has approved the preliminary plat and rezoning applications
for the Opus 2-Feld Addition, I think it is timely to request authorization of the
engineering study for the street and utilities required to service the property.
Therefore, in behalf of the Opus Corporation, I hereby officially request that the
city undertake such a study for that property.
The study should address the feasibility of extending the following streets, sewer,
water, and secondary road improvements into the property in accordance with the
approved development plan for the addition.
(1) Construction of the north -half of llth Street from its point of termina-
tion east of the Fazedin Development in Minnetonka to llth Avenue.
(2) Extension and construction of 10th Street from its proposed intersection
with llth Street to existing llth Avenue.
(3) Extension of the secondary road system from the proposed underpass at
11th Street in accordance with the Master Development Plan for the
property.
(4) Installation of all sewer, water and storm sewer systems needed to service
the property.
(5) Installation of all street lights and boulevard plantings required to
illuminate and enhance the image of llth and 10th Streets as proposed
for construction in (1) and (2) above.

It is our current hope that if the improvements as outlined in (1) (5) above
are determined feasible, then the engineering, design and bidding process can
be completed by the spring with construction commencing by the early summer of
'83. Completion of the major portion of these improvements should be programmed
for the fall of '84. Also, Opus Corporation requests that all assessed costs for
these improvements be spread against the acreage comprising the Hopkins portion
of the Feld Addition on an area basis.
Opus Corporation understands that it will take a joint effort between Hopkins and
Minnetonka to complete construction of llth Street. Both communities have been
deeply involved in approval of the plans for the Feld Addition of Opus 2 over the
past several months. In this regard, we are hoping for a cooperative effort be-
tween Hopkins and Minnetonka in accomplishing the engineering, construction and
assessment of llth Street as shown in the Master Development Plan for the addition.
Please notify me as to when this request will be considered by the Council. Thank
