HEIGHT VARIANCE - SUPERV ALU
Proposed Action.
Staff recommends the following motion: Move to deny a height variance for the east
addition to Supervalu's site at 300 Second Avenue South and direct staff and the City
Attorney to prepare findings of fact to adopt at the Aprill9 City Council meeting.
At the Zoning and Planning meeting, Mr. Kjos moved and Ms. Halverson seconded a
motion to adopt Resolution RZ05-l0, recommending denial of a height variance for the
east addition to Supervalu's site at 300 Second Avenue South. The motion was
approved unanimously.
Overview.
Supervalu is proposing to construct a 130,000-square-foot addition to the existing
building at '300 Second Avenue South. The proposed addition will be located on the east
side of the existing building, The existing parking on the east side ofthe building will
be relocated to the south side
The industrial district maximum height for a building is 45 feet and 35 feet abutting a
residential area. The existing building was granted a height variance. The building at its
highest point is 47.5 feet. The applicant has also applied for a front yard setback
vanance.

Primary Issues to Consider.
· What does the ordinance require?
The height for an industrial building abutting a residential district is 35 feet.
· What are the specifics of the applicant's request?
The applicant is requesting a height variance of 12.5 feet. The addition at its highest
point will be 47' 6".
· What is the staff's recommendation?
In this case, the applicant's same hardships exist for the height variance for the south
addition, as for the east addition. Staff feels that a height variance can be supported, but
the Planning Commission denied the height variance for the south addition. Because
staff feels that the addition to the east will have more of an impact to the neighborhood,
staff is not recommending approval of the site plan. A height variance can be supported
if the site plan for the east is approved.
· What was the discussion at the Zoning and Planning meeting?
The discussion regarding the variance occurred at the site plan discussion.
Alternatives.
1. Approve the variance. By approving the variance, the applicant will be able to
construct the building as proposed. If the City Council considers this alternative,
findings of fact will have to be stated that support this recommendation.
2. Deny the variance. By denying the variance, the applicant will not be able to
construct the building as proposed.
3. Continue for further information. If the City Council indicates that further
information is needed, the item should be continued.
