2005 Excelsior Blvd Streetscape project
Background:
Staff discussed this project with City Council at the January 11, 2005 Work Session.
At the January 11 Worksession staff reported the following:
The 2005-2009 CIP included a budget of $750,000 for Excelsior Boulevard, Phase III
streetscape improvements. In August, 2004 City Council authorized a design services
agreement with Hoisington-Koegler Group, Inc. (HKG). In mid-October a public
meeting notice explaining the proposed 2005 project was mailed to all ~roperty owners
and businesses along the north side of Excelsior Boulevard between 9 h Avenue and
Jackson Avenue. To-date, HKG has completed schematic-level design and has
provided a preliminary cost estimate of $1 ,677,750. The design is based on
streetscape elements similar to the previous two phases of Excelsior Blvd
improvements. The cost estimate is based on the Phase IIlandscape/streetscape &
lighting costs.
Current Status:
Staff is still concerned about proceeding with this project in 2005 for the following
reasons:
· Cost. HKG's preliminary project cost estimate is $1,677,750. This equates to
additional city funding, above what's budgeted in the CIP, of $707,750. This
assumes overall Hennepin County participation at 25%, or $420,000.
Although Hennepin County has told us that the expected Excelsior Boulevard,
Phase II billing is $4.5 million, it has not yet been actually billed. The Finance
and Public Works Directors would like to be assured of the amount and timing
of that billing before we attempt to budget for an additional $700,000 for the
streetscape project - see attached spreadsheet showing fund balances and
expected 2005 expenditures.
· Timing. In order to proceed in 2005, we will have to advertise in August and
construct the improvements in Sept - November 2005. Staff feels that this
could very likely result in higher bids plus it's probable that the plants and
trees would not be available from nursery stock.
Staff recommendation:
City Council approve moving this project to 2006 construction, this will:
· allow staff time to work out the impact of the increased project cost on our PIR &
MSA working capital funds and calculate 2005/2006 bonding needs
· allow a winter/spring 2005/2006 project advertisemenUaward which will mean a
more favorable bid climate and plant availability
· provide time for staff to confirm Hennepin County billing for Excelsior Boulevard,
Phase II
