Edina/ Minnetonka Comprehensive Plansa January 16, 1981 In review of the Minnetonka Comprehensive Plan the following areas noted could be of interest to the City of Hopkins. A. Minnetonka has identified Shady Oak Road from County Road 3 to Excelsior Avenue as a concentrated improvement district. According to their plan there are no policies governing the planning of the area, however any upgrading of the area should be a joint effort on the part of both cities of Hopkins and Minnetonka. Further, they look for the City of Hopkins to initiate any effort in that area. B. 1. Residential densities have been increased as follows: a. low density no change b. medium density from 5 to 8 units per acre to 5 to 11 units per acre c. high density from 8 to 12 units per acre to 12 or more units per acre 2. Areas that affect Hopkins as a result of the change in density are as follows: a. until recently the western portion of the Oak Ridge Country Club. Hopkins Z P and Council action stimulated Minnetonka to revise their Comprehensive Plan in this area to low density b. the southeast corner of Shady Oak Road and Highway 7 is established at mid density thus could also see 5 to 12 units per acre. c. a parcel bounded by Highway 7 and west of Northwestern rail line behind Hopkins Dodge, could see 5 to 12 units as it too is mid density. Both areas mentioned above (b c) neighbor our R -1. d. another parcel bordering Hopkins on the southwest corner (neighbor the Berglund- Johnson parcel which is presently zoned R -6) is desig- nated high density or industrial. C. In the area of recreation, Minnetonka desires to continue its cooperative relationship with neighboring governmental bodies. D. In the area of transportation, Minnetonka desires to open Eleventh Street through from Shady Oak Road to llth Avenue South, south of Westbrooke. Comments Kerrigan Rafferty 0 January 16, 1981 In review of the Edina Comprehensive Plan to 1990 two are noted which might be of interest to the City of Hopkins. A. The Edina Plan indicates a desire to extend their bike and walkway trails to County Road 18 just south of Nine Mile Creek, thus potentially linking up our extensive trail system, the Valley Park extension. B. The Plan also indicates Edina to facilitate an effort to develop more assisted housing in accordance with the Metro Goal. An area identified for those units is located east of County Road 18, just south of the Seventh Street exit and extending southerly past the southeasterly corner of the City of Hopkins limits. Some of that area recently has been developed as market rate units. In conclusion it appears the Edina Comprehensive Plan will have little effect on the City of Hopkins. Comments Kerrigan Rafferty
