Dear Mr. Hein,
The Hopkins City Council, on May 18, 1982 approved the proposed plan for the
installation of a replacement buried cable on Third Street North between llth
Avenue and a point between 14th 15th Avenue. The Council expressed consid-
erable concern that the installation would proceed with as little inconvenience
to adjacent property owners regarding access to their property, prompt restor-
ation of paved and unpaved surfaces, and completion of the work within the time
frame indicated to me over the phone by Mr. J. D. Ressler on May 18, 1982.
As a result of the above concern, the Council instructed the City Engineer to
inform the company that the following conditions would apply:
(1) that all backfilling be done as the cable is placed and that all
surfaces be restored within 5 working days.
(2) that care be taken to not damage bushes or tree roots.
(3) that the City Engineer is instructed to observe the work daily
and that the permit can be revoked if the work is not proceeding
as set forth by Mr. Ressler, which the City Engineer stated to
the Council.
(4) that the company cooperate with the City and the neighbors to
install the cable in a safe and timF+ly manner.

I relayed these concerns to Mr. Ressler on Wednesday, May 19, 1982 by phone.

in every way we can to accomplish the above.
