Traffic Control- County Road #3REPORT ON SUGGESTED TRAFFIC CONTROL
ON COUNTY ROAD #3
On February 16, 1982 the City Council received copy of a letter (see
attached) from Lee Cooper, Supt. of Traffic Services, recommending consid-
eration of two traffic control measures as follows:
(1) Prohibit a right turn for eastbound County Road #3 traffic a
Milwaukee Street.
(2) Prohibit right turn on red for westbound County Road #3 turning
to go north on 8th Avenue.
The matter was referred to the Police and Engineering Departments for
study and comment. Since both of the suggested traffic controls are on
County roads, the County was requested to review and comment. (see attached
letter).
I have reviewed these suggestions with Sgt. Cal Johnson.
COMMENTS
All reviewing parties agree that it would be desireable to prohibit the
right turn for eastbound County Road #3 at Milwaukee Street. Super Valu
instructs drivers of company owned trucks to use 5th Avenue and 3rd Street.
However, it is acknoledged that it is a problem for non company owner trucks
since many drivers may be looking for Super Valu for the first time. Possibly
in the future when Super Valu opens up the new building on 5th Street South,
it may be necessary for them to install a directional sign for trucks coming
off the new freeway to direct the many trucks expected to have Super Valu as
their destination in Hopkins. Regardless, the right turn should be prohibited
now because of the hazard involved in the turning movement and frequent damage
to signs.
The County suggests the prohibition of left turns for eastbound Milwaukee
Street at Excelsior Avenue. The City staff feel that this movement is not a
problem at this time and should not be prohibited. The volumes of traffic on
Milwaukee have been reduced greatly since it is no longer a part of the County
Road 18 detour.
The County does not feel that the right turn on red for westbound County
Road #3 to go north on 8th Avenue should be prohibited. The Engineering De-
partment and Police concur in this view. The volume of traffic is much greater
for the right turn off County Road #3 compared to the westbound traffic on
Second Street. This "no right turn on red" could result in a backup on the
right turn lane during peak traffic hours.
