Two traffic problems have come to my attention recently. One is at
Excelsior Avenue and Milwaukee Street and the other is at County
Road #3 and 8th Avenue South.
At Excelsior Avenue East and Milwaukee Street vehicles going east bound
on Excelsior Avenue that want to go west bound on Milwaukee Street can
not make the turn because the angle is too acute. When cars make the turn
they end up completing part of the turn in the east bound lane of Milwaukee.
Street. When semi trucks make the turn, they usually knock down the island
delineator or make a wider turn by going thru the barbershop parking lot
and knocking down the stop sign for Monroe Avenue South at Milwaukee Street.
We average about one call a week to that corner fora sign hit. Also when
the semi trucks make that right hand turn they have to maneuver back and forth
blocking the traffic lanes on both streets causing a traffic hazard. The
easiest solution to the problem would be to ban the right hand turns for east
bound Excelsior Avenue for all traffic.
At 8th Avenue South and County Road #3 since the signal has been installed
the vehicles coming west bound on Second Street South have a hard time getting
on to 8th Avenue South especially to go south bound. Usually when the light
is red for 8th Avenue the vehicles on Second Street can not get onto 8th Avenue
because of the traffic coming off County Road #3 or the vehicles on 8th Avenue
stopped for the red light block their way. When the light turns green for 8th
Avenue the cars west bound on County Road #3 making a right hand turn on the
red light conflict with the cars trying to get onto 8th Avenue. The recommen-
dation here would be to post west bound County Road #3 No Right Turn on Red,
to help solve the problem.

As requested we have reviewed the traffic problems at the referenced
locations as described in Mr. Lee Cooper's letter to you dated February
9, 1982.
We concur that the eastbound right turn from Excelsior Avenue onto
Milwaukee Street is a severe problem and presents a traffic hazard,
particularly when trucks attempt to make this turn. Our employees have
witnessed several times large vehicles tying up the intersection for
extended periods in accomplishing this move. In the interest of public
safety, our department would favor prohibition of the movement on a full
time basis. It is acknowledged that such a restriction would necessitate
circuitous routing for vehicles destined for Milwaukee St. and may not
meet with favor from the small commercial area at Milwaukee and Monroe;
however, the inconvenience and hazard to the public created by the turn,
in our opinion, outweigh the detrimental effects.
We would also suggest that the northeast bound Milwaukee Street left turn
to Excelsior Ave. also be prohibited. Since Milwaukee St. has only one
lane of approach to Excelsior Ave. a single left turning vehicle can block
traffic on Milwaukee for a considerable time period. Also, the left turning
vehicle tends to encroach over centerline in waiting to turn thereby hamper
ing or blocking entirely the westbound Excelsior Ave. left turn to Milwaukee
St.
Should the city council approve these prohibitions, the county would, of
course, provide the applicable signing as it pertains to the county road.
Our department has made casual observations of traffic operations at the
CSAH 3 /8th Ave. So. intersection, particularly as it applies to the westbound
CSAH 3 "right turn on red" (RTOR) movement onto 8th Ave. Our observations

have been that the RTOR movement rarely conflicts with the westbound 2nd
Street South vehicles attempting to enter 8th Ave. Since the snow banks
have receded these two movements have good visibility of each other and
are aware of each others presence. We are of the opinion that prohibiting
the RTOR priviledge would be an unjustified restriction at this time.
