RESOLUTION NO. 82 -3003
A RESOLUTION ESTABLISHING A MORATORIUM ON THE ISSUANCE OF
AMUSEMENT DEVICE LICENSES WITHIN A DESIGNATED AREA.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Hopkins,
Effective immediately, a moratorium shall be placed upon the issuance of
all amusement device licenses calling for more than four in one location within the
core of the Central Business District, said area being herein defined as the property
north cf 1st Street South, East of 11th Avenue, South of 1st Street North, and West
of 8th Avenue, being contained therein.
This moratorium shall be for the purposes of zoning review, and shall expire
upon the enactment of zoning amendment concerning this matter, or upon December 31,
1982, whichever shall come first. This moratorium shall not affect the operation of
temporary amusements (carnivals, festivals) sanctioned by City Council.
The core of the Central Business District defined above has been selected
for this moratorium because it is the heart of the area designated by the Barton-
Aschman study for renovation and renewal, and because it is wholly contained within
the B -2 Business zoning area.
Passed and adopted by the Council of the City of Hopkins, Minnesota, at a
regular meeting held the 18th day of May 1982.
