As you are aware we have funds remaining in the third year
Community Development Small Cities Program to acquire another
"deteriorated structure" under the Clearance /Acquisition Program.
Recently I met with the owner of 146 -8th Ave. No., concerning this
property. His mother who had occupied this property for a number of
years had passed away a few months prior. From the records of the
Building Inspector, it appeared that this property was in a very
substandard state. This structure was identified on the list pre-
viously approved by the City Council and Community Development Citi-
zens Committee for possible future acquisition under the CBDG Program.
As a result of this initial discussion Firmus Opitz, Scott Renne, and
I, conducted a thorough inspection of this property. This inspection
clearly revealed that the structure is clearly substandard, containing
a number of code deficiencies which are clearly detrimental to the
health and safety of its occupants. (see attached memo from Building
Inspector) We have all concluded that this structure is financially
unfeasible for rehabilitation assistance. As a result of this situa-
tion I am recommending the acquisition of 146 8th Ave. No.,under
the acquisition /clearance program. A purchase price of $31,000 has
been negotiated with the owner. (The present market value assigned by
the City Assessor is $39,900). Besides the purchase price the City
would be required to pay the present tenants the property relocation
benefits (the maximum benefits they could receive is $4,000). I feel
that it is important that the City must act immediately in this
situation so that the opportunity is not lost to acquire and remove
this potentially dangerous ;and blighting structure.

EXTERIOR
House built about 1904.
Balloon frame construction with 2 additions added (no record of when).
West addition and part of front has no basement.
Asbestos siding installed in 1947 sections missing on rear of main structure,
many loose sections on south side. Old cedar shiplap under asbestos.
Addition on southwest corner badly deteriorated (roof and walls).
Window drip caps and sills deteriorated from water entrapment.
Foundation on south side and front in advance stages of deterioration. Some
areas worse than others. Could not determine if foundations have proper
footings in this area.
Front porch vertical supports and flooring are deteriorated.
INTERIOR
House consists of 4 rooms first level, 2 on 2nd level.
Basement does not have full foundation wall on north section. Actually wall
contains about 3 feet of wall and remainder to floor is dirt. North and west
portion are now caving in. West portion is now propped up.
Various walls on 1st and 2nd floor have major cracking indicating shifting
some cracks are at point where west addition ties into main structure.
Walls 1st floor west side gyp board, peeling in some areas and loose in others
very poor application.
Flooring supports have shifted in some areas indicated unlevel and heaving areas.
Windows are in poor condition throughout house, panes do not fit well and are
deteriorated.
There are two items that are considered incorrectable, one being stairway to 2nd
floor, it is very steep and certainly a hazard especially to children and older
people. The same is true for the basement stairway.
MECHANICAL
Has forced air furnace with no supplys or returns to 2nd floor could not determine
condition of existing furnace.
PLUMBING
Needs to be completely replumbed fixtures are unvented, some lines undersized
(unable to see lines in crawl space west side).
ELECTRICAL
Needs a complete rewire plus new service and service drop.
