Request for Curbs/ and Gutters at Oakes ParkDATE: TO: FROM: 10 SUBJECT: March 11, 1981 Hopkins Park Board Richard Wilson, Recreation and Parks Directory Curb and Gutter at Oakes Park The former bond sale funding is retained by the City of Hopkins finance department in the "park construction fund coded 301. This now amounts to $38,000. Several years ago it was determined that these monies would be used exclusively for developments at either Oakes or Valley Parks, but none other. The most recent development from this fund was the hockey lighting at Oakes Park in 1980. Several projects have been forecasted, although they have not become timely or practical. I recommend petitioning the City Council for installation of curb and gutter on the Tyler Avenue side of Oakes Park. Although gutter is beneficial for carrying storm water, our main interest and concern is for the curb and defining the edge of the avenue and the beginning of the park. Oakes Park does have curb and gutter along N. E. Lake Street. We don't seem to have problems there with motor vehicles. There are problems along Tyler with vehicles driving onto the turf and driving over trees. I believe a curb will reduce this problem,, if not eliminating it. Cost for curb and gutter installed is estimated at $6 per lineal foot, or approx- imately $3 000 total for this project. It is recommended that the Park Board at its March 16 meeting approve a motion to petition the City Council for the installation of curb and gutter on Tyler Avenue at Oakes Park.. 0 DATE: April 7, 1981 TO: Honorable Mayor and City Council THROUGH: William Craig, City Manager FROM: Richard Wilson, Recreation and Park Director'' SUBJECT CURB AND GUTTER AT OAFS PARK Approximately ten years ago the City of Hopkins developed Northeast Lake Street westerly fran the Blake Road area, as far as the Ramsgate Apartments. Tyler Avenue was also continued north at that time, to meet Northeast Lake Street. The property south and east of this intersection was purchased by the City and later developed as Oakes Park. During the above noted development, curb and gutter was installed on both sides of Northeast Lake Street, immediately north of the park. It was not installed on the Tyler Avenue (westerly) side of the park although there is curb and gutter on Tyler south of the park, along the Honeywell property. The park department staff and Park Board recommends that the City Council authorize the installation of curb and gutter along the Tyler Avenue side of Oakes Park. Although gutter is beneficial for carrying storm water, our main interest and concern is for the curb and defining the edge of the avenue and the beginning i ng of the park. There are problems along Tyler with vehicles driving onto the turf and driving over trees. We believe a curb will reduce this problem, if not eliminating it. The s of co t o curb and gutter is estimated to be $3,000. It is proposed that this be paid from the "park construction fund The source of this fund is the former bond sale.
