CR 09-055Approve Final Plans & Authorize Bid - Emergency Portable GeneratorGITY OF 1* July 7, 2009 y O P K I N s Council Report 2009 -055 APPROVE FINAL PLANS AND AUTHORIZE BID EMERGENCY PORTABLE GENERATOR Proposed Action Staff recommends adoption of the following motion: Move that Council adopt _Resolution 2009 -037, Resolution Accepting Plans and Specifications and Authorizing Ad for Bid, Emergency Portable Generator Overview The 2007 Comprehensive Utility Plan identified an emergency portable generator as a needed piece of equipment to ensure the reliability of a safe water supply. The cost of the generator was included in the 2007 water and sewer rate study adopted by the City Council. The project includes a portable diesel engine generator set that can be used for the lift stations and the water pumping facilities in the City. The generator will support either 120/208 volt, or 277/480 volt facilities in the City including the 200 horsepower well, the City's largest. The generator is sound attenuated, so even though it is a standby machine, the intent is to have a machine that will respond the citizens concerns in the affected areas. Total project costs are estimated to be $116,000 which is approximately $20,000 less than was budgeted. Bids will be opened Thursday August 6, 2009 at 11:00 am with consideration by the Council at its August 18 meeting. The generator will arrive approximately 4 months after award. Bradford, P.E., City Engineer Financial Impact: $ 116,000 Budgeted: Y/N Y Source: _Utility Funds_ Related Documents (CIP, ERP, etc.): CIP Notes: CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2009 -037 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS PORTABLE EMERGENCY GENERATOR WHEREAS, the 2007 Comprehensive Utility Plan identified the procurement of a portable emergency generator as necessary, and WHEREAS, plans and specifications for the portable generator have been prepared by WSB & Associates, Inc. and have been presented to Council for approval,; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: 1. Such plans and specification, a copy of which are attached hereto and made a part hereof; are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 11:00 a.m., on the 6 th day of August, 2009, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and award of contract at the regular City Council meeting of August 18, 2009 in the Council Chambers.
