Honorable Mayor and Members of the City Council Jim Genellie, Acting City Manager . ~ Steven J, Stadler, Public Works Director To: ' From: ..- Date: November 17, 2004 Subject: New Building Maintenance Position Description and Duties At the November 9 work session, City Council requested I provide some detail as to the duties of this proposed new building maintenance worker position, The person filling this new position will augment Bob Irrgang in completing building maintenance tasks at the Fire Station, Public Works, City Hall, Police Station, HCA, Hopkins Activity Center, Coffee Depot, Hopkins Pavilion and, when necessary,. the Hopkins HRA properties, He/she will report to the Building Maintenance/Equipment Services Superintendent. The new facility construction has resulted in more bJ.lilding systems to maintain and, I believe, a higher expectation from users that timely maintenance willl:le provided, Adequate maintenance of our existing and new building spaces and building systems is not possible with our current staffing level. Besides the inability to responCl adequately to user's maintenance requests, failure to provid~ additional city staff will mean we adopt a fix it when it breaks philosophy rather than in~tituting a periodic maintenance program for our building systems, The building maintenance crew's work will include the folloWing: ,. Daily review/prioritize and complete ongoing work requests, inspect boilers and air conditioning chillers and air handlers, open & lock city hall doors . . Weekly required testing of boiler safety controls, restocking supplies, and . overseeing/managing standby generator test-runs, .. Monthly lubing of equipment components . Semi-annual testing of standby gen~rators under load, testing 6 emergency transfer switches, testing emergency battery back-up at Police Dept and test/adjust rolling gates : . Yearly maintenance on 52 rooftop units, 4 hot water boilers, one steam boiler, 12 unit heaters, 9 infrared heat systems, 32 ventilation fans, 6 wet and 2 dry fire suppression systems, 7 fire monitoring systems, . " .~ Additional miscellaneous .duties include: . Respond to problems with,3 new building securitY systems . 'lv1onitor energYll1anagement systems for City Hall and Fire Station . Maintenance/repair .of lighting, bathrooms, doors, garage doors, etc, . Periodic building system.mainterll:lnce training and safety training' . . Assist Pai-ks .& ForestrY Division with maintenancelrepair of park facility heating and plumbing . . Snow shoveling at various facility entrances . . The myriad of other duties that fall upon building maintenance'in order to ensure an adequate working environment for city employees in 7+ facilities, . An example regarding light fixture ballasts replacement may help give an idea of the level of city building maintenance needs, If we were to replace 'one light fixture ballast every workday it would equate to a five-year replacement cycle, This is not to say that all ballasts will ne.ed to be replaced every five years but rather illustrate the magnitude of just one building system - see chart below, I respectfully request City Council's support in funding this new building,maintenance position, IMPACT OF NEW FACILITIES Plumbing fixtures Lighting fixtures Doors . Post-proiect 84. 1,167 203 40,100 CITY OF HOPKINS - JOB DESCRIPTION JOB TITLE: Building Services Technician DEPARTMENT: Public Works Building and Equipment Services Division REPORTS TO: Building and Equipment Services Superintendent PAY GRADE: INTRODUCTION: HMEA 4 Under the supervision of the Building and Equipment Services Superintendent, and Building Services Foreman perform scheduled and unscheduled maintenance and repair on all City owned buildings, DUTIES AND RESPONSIBILITIES: 1. Perform routine and emergency maintenance and repair as needed/required. Emergencies may require unscheduled overtime and/or call back, Normal operations may require modified working schedule at various times, 2. Perform inspections and maintenance of HVAC equipment, plumbing, and electrical building systems as required/apparent. 3. Perform mechanical building maintenance as required to maintain service levels set by policy and as personnel absence, workload, or skill level requires it. 4, Perform or assist snow removal and grounds maintenance as required, 5, Perform occupational safety and health inspections of physical plant and Buildings, complete accident reports and recommend corrective actions, 6, Receive and respond to building occupant requests and complaints related to building maintenance, 7, Coordinate with the various Public Works divisions and other City departments to attain mutual goals, Promote harmonious relations within Public Works and with other departments and the public, 8, Inform the Building and Equipment Services Superintendent promptly on all matters of importance and recommend action if appropriate, 9. Maintain records as needed, Perform administrative duties as required, Communicate effectively, orally and in writing, 10, Requisition supplies or recommend specifications for purchasing supplies and equipment. Monitor line item bUdgeted expenditures, 11, Recommend levels of expenditure for planned maintenance on an annual basis, Assist in the development of Capital Improvement Plan and annual operations budget. 12, Supervise crew of up to 3 men if assigned, 13, Perform other related duties as assigned, required, or apparent. MINIMUM QUALIFICATIONS: High School graduate, Valid Minnesota Driver's License, 2 years experience in building maintenance, mechanical HVAC or closely related fields, Possession of a MN Special License for hot water or low pressure steam, (able to attain within six months) Meet minimum physical requirements for the position, (page 3) DESIRABLE QUALIFICATIONS: Vocationalrrechnical training or equivalent in a field related to building maintenance, Background in HVAC operation, Building Mechanical Systems, Basic Electrical, Heating and Air Conditioning Knowledge, Strong Mechanical Ability, Prior Supervisory Skills, OTHER: Advancement to Building Maintenance Foreman position when minimum requirements of Foreman Position are meet.
