Suggested Resolution from Bellgrove Homeowners AssociationSUGGESTED RESOLUTION FROM BELLGROVE HOMEOWNERS ASSOCIATION WHEREAS, the City of Minnetonka has demonstrated an intelligent, progressive approach in land use planning and zoning within that City, dedicated to the principles of orderly and consistent development; and, WHEREAS, the so- called "Oakridge" property which lies within the City of Minnetonka, although bounded on three sides by the City of Hopkins, is surrounded by an R -1 residential development on the North, and R -1 golf course development on the East, an undevelopable piece of property and an R -1 neighborhood on the South and an R -1 residential development on the West; and WHEREAS, the "Oakridge" property has been planned since at least 1965 to not have density greater than five units per acre; and WHEREAS, the Minnetonka City Council wisely and consistently adopted the current "low density" designation of the property in its current com- prehensive plan; and WHEREAS, the sole thoroughfare accessing the "Oakridge" property, Hennepin County Road 73, which lies in relevant parts in the City of Hopkins, is already overburdened and could not reasonably be expanded for development of greater than four units per acre without the condemnation of the property of numerous area homeowners; and WHEREAS, further development of County Road 73 would seem to many to be unwise and inconsistent with a rational plan in light of the imminent completion of County Road 18; and WHEREAS, other ready sites seemingly more suitable for development of multiple dwelling complexes exist at numerous locations in nearby areas; NOW THEREFORE, BE IT RESOLVED: THE HOPKINS CITY COUNCIL commends the City Council of the City of Minnetonka for its designation of the "Oakridge" property as "low density" (not more than four units per acre) in the Minnetonka Comprehensive Plan; and THE HOPKINS CITY COUNCIL, having appropriate concern for residents of Hopkins who live adjacent to the "Oakridge" property, and in consideration of other concerns expressed in this resolution, would be obliged to look with disfavor on any moves to modify the long established "low density" designation of this property, and THE HOPKINS CITY COUNCIL would encourage the City Council of Minnetonka, and its staff, to press for development of the Oakridge" property in a form consistent with its current and historical R -1 zoning, for the benefit of the owner and consistent with the surrounding neighborhoods and the Comprehensive Plan.
