MinutesA regular meeting of the Council of the City of Hopkins, Minnesota, was held on Tuesday, June 16, 1981, at 7:30 p.m., in the Council Chambers in the City Hall. resent were Mayor Miller, Councilmembers Lohmann, Milbert, Slaton and Arimond, iso City Manager Craig, City Clerk Richardson, City Engineer Strojan, Asst. Engineer Anderson, Operations Director Beecher and City Attorney Vesely. Arent: Building Inspector Kohnen. Reel 175 Before the start of the meeting Mr. Frank Snyder, a Hopkins citizen, Side 1 asked Mayor Miller if he could say a few words. Mayor Miller grante 5 -9 Mr. Snyder's request. Mr. Snyder expressed to Mayor Miller and to Councilmembers Slaton and Lohmann, his appreciation as a citizen,of the time they have given to the City, the service they have given, the devotion and the concern of the people they have shared, and as they leave office it is his hope that the young people in this community will take your example and give of themselves to better our community. Mayor Miller, Councilmembers Slaton and Lohmann, thanked Mr. Snyder for this commendation on their behalf. Action: Mr. Lohmann moved, and Mrs. Arimond seconded the motion, that the items 9- under the CONSENT CALENDAR, be approved: 1. Amended Minutes of the May 5 1981, Council meeting, and the Council Minutes of the June 2, 1981, Council meeting. 2. Licenses none. 3. Permits none. A poll of the vote was as follows: Mr. Lohmann, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mrs. Arimond, yea; and Mayor Miller, yea. Motion carried un- animously. Bills: Mrs. Arimond moved, and Dr. Slaton seconded the motion, that the expendi -35 tures dated June 16, 1981, Warrant No. 619, in the amount of $230,567.24, be approved and authorized for payment. A poll of the vote was as follows: Mrs. Arimond, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. Lohmann, yea; and Mayor Miller, yea. Motion carried unanimously. Appearance: Cathy Berger, Hopkins Raspberry Queen, appeared before the Council 35 -63 and presented them with the 47th official raspberry pin for 1981, 41/ and outlined the coming events that will be taking place during the upcoming 1981 Raspberry Festival. Item: 80- 189 -R. Mr. Lohmann moved, and Mrs. Arimond seconded the motion, that 63 -70 Resolution No. 81 -2942, "RESOLUTION DECLARING COSTS TO BE ASSESSED AND ORDERING PREP TION OF PROPOSED ASSESSMENTS be adopted. (Tyler/ W. s L o cu,ireets) A poll of the vote was as follows: Mr. Lohmann, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mrs. Arimond, yea; and Mayor Miller, yea. Motion carried un- animously. .Item: 81 -96 -A. Mr. Lohmann moved, and Dr. Slaton seconded the motion, that the 70 -129 recommendation regarding the Community Center improvements, as submitted by the Park Board, and with the additional recommenda- tions by the City Manager as outlined in the attached memo dated June 16, 1981, be approvd.A poll of the vote was as follows: Mrs. Arimond, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. Lohmann yea; and Mayor Miller, yea. Motion carried unanimously. Item: 81- 106 -D. Mr. Milbert moved, and Mrs. Arimond seconded the motion, 129- per request by the MPCA, that Hugh Strawn, Fire Marshal, be lir authorized to issue "Open Burning" permits in the City of Hopkins. A poll of the vote was as follows: Mr. Lohmann, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mrs. Arimond, yea; and Mayor Miller, yea. Motion carried unanimously. Mr. Lohmann moved, and Mr. Milbert seconded the motion, that the request by the Hopkins Fire Dept., for designation of Fire Lanes 411 at the Hopkins Community Center, 33 14th Ave. No., be approved. (see attached) A poll of the vote was as follows: Mrs. Arimond, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. Lohmann, yea; and Mayor Miller, yea. Motion carried unanimously. Item: 81- 108 -F. Mr. Milbert moved, and Mrs. Arimond seconded the motion, that -147 the request by the Hopkins Fire Dept., for designation of Fire Lanes at the Alice Smith School, be approved. (see attached) A poll of the vote was as follows: Mr. Lohmann, yea; Mr. Milbert yea; Dr. Slaton, yea; Mrs. Arimond, yea; and Mayor Miller, yea. Motion carried unanimously. Item: 81- 110 -P. Mr. Milbert moved, and Mr. Lohmann seconded the motion, that 152- Resolution No. 81 -2943, "RESOLUTION ORDERING ENGINEER'S REPORT I ON PETITION FOR SIDEWALK ON THE NORTH SIDE OF FIRST STREET NORTH BETWEEN 6TH AND 7TH AVENUES NORTH be adopted. A poll of the vote was as follows: Mr. Lohmann, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mrs. Arimond, yea; and Mayor Miller, yea. Motion carried unanimously. Item: 81- 109 -R. Mr. Lohmann moved, and Mrs. Arimond seconded the motion, that 147 -152 the request by the Hopkins Jaycee's for a Non intoxicating malt liquor license for the Raspberry Festival, July 11 -12th and 18- 19th, be approved. A poll of the vote was as follows: Mrs. Arimond, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. Lohmann, yea and Mayor Miller, yea. Motion carried unanimously. Item: 81- 110 -E. Mr. Milbert moved, and Dr. Slaton seconded the motion, that -179 Resolution No. 81 -2944, "RESOLUTION ORDERING HEARING ON PETITION FOR SIDEWALK ON THE NORTH SIDE OF FIRST STREET NORTH BETWEEN 6TH AND 7TH AVENUES NORTH be adopted. A poll of the vote was as follows: Mrs. Arimond, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. Lohmann, yea; and Mayor Miller, yea. Motion carried unani- mously. Item: 81- 111 -R. Mr. Milbert moved, and Mrs. Arimond seconded the motion, that 179 -186 Resolution No. 81 -2945, "RESOLUTION REQUESTING 1980 -81 LOCAL PLANNING ASSISTANCE ENTITLEMENT GRANT FUNDS FROM THE METROPOLITAN COUNCIL be adopted. Mr. Lohmann moved, and Mrs. Arimond seconded the motion, that 6 -195 Resolution No. 81 -2946, "RESOLUTION AUTHORIZING THE METROPOLITAN COUNCIL TO IMPLEMENT THE SECTION 8 MODERATE REHABILITATION PRO- GRAM WITHIN THE CITY OF HOPKINS be adopted. A poll of the vote was as follows: Mrs. Arimond, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. Lohmann, yea; and Mayor Miller, yea. Motion carried un- animously. Item: 81 -97 -N. Dr. Slaton moved, and Mrs. Arimond seconded the motion, that 195 -233 Resolution No. 81 -2936, "A RESOLUTION DESIGNATING NEIGHBORHOODS AND PROVIDING FOR LIAISON be adopted, and that #13, as shown on the attached map, be split by going down 12th Avenue and along Excelsior Ave., into three separate parts. A poll of the vote was as follows: Mr. Lohmann, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mrs. Arimond, yea; and Mayor /Miller, yea. Motion carried un- animously. Item: 81- 113 -P. Mr. Lohmann moved, and Mrs. Arimond seconded the motion, that 233 -360 Resolution No. 81 -2947, "RESOLUTION APPROVING THE LOCATION AND? TYPE OF CONSTRUCTION OF NOISE BARRIERS ON CSAH 18, PROJECT 7227, 2ND ST. N.E. TO MINNEHAHA CREEK be adopted. A poll of the vote was as follows: Mrs. Arimond, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. Lohmann, yea; and Mayor Miller, yea. Motion carried un- animously.
