Letter from Richard Wilson to Hpks Pk Bd re: Community Center ImprovementsDATE: TO: FROM: SUBJECT: Suggested projects and comments: June 8, 1981 Hopkins Park Board Richard Wilson, Recreation and Park Directors hr Community Center Improvements The Hopkins Community Development Committee has recommended that $50,000 of "community development funding" be budgeted for improvements at the Community Center. The Community Development Committee has submitted some recommendations as to actual proposed improvements. They also have prioritized some of their suggestions. Susan Newville, the Center Manager, and I, have submitted suggestions. The supervisor of buildings has submitted suggestions as has City Manager Craig. The City Council has discussed some of these suggestions and now requests a recommendation from the Park Board. The following is perhaps an all inclusive list of the various suggestions. Not all have price estimates and therefore it is difficult to estimate how many recommendations are feasible. 1. Instal], a suspended ceiling and panel lights in the game room, estimated at $7,000. 2. Install a suspended ceiling in the entrance and hallways. This will include replacing the light fixtures also. This is for aesthetic purposes as well as energy conservation. The price is estimated at $2,000 $5,000. 3. Remodel the kitchen so to qualify for meal preparation. The kitchen is very large. This remodeling might include division of the room so that more than one group is accommodated at a time. The estimate is to $30,000. 4. Install a drop ceiling in the kitchen hallway serving area. Estimate is $2,000. 5. Replacement of single strength windows (22). These are located on the east wall, game room and locker room, and historical society room. 6. Carpet the game room. The floor is concrete. 7. Install air conditioning for the building. 8. Room air condition the west meeting room only. 9. Install "air handlers" in the gym windows to exhaust heat. 10. Install venetian blind curtains or "solar shades" on east and west windows. 11. Remove the existing hallway lockers. They are to be replaced by glass front displa cases and a coat hanging rod. 12. Mats for tumbling and exercise activities, but used on the walls under basketball backboards for safety. Estimate for 30 is $3,750. Mats for protection around the separator in the gym, and two drinking fountains. Estimate is $700. 4 o• 13. One set of volleyball standards estimated at $305. 14, Water softener 15. Shelving in the gym storage room 16. Install two radiator covers 17. Install two exterior benches 18. Equipment for the craft room 19. Center office window to the outside (entrance walk) 20. Door installed in the foyer, preventing access to the stairway to the apartments. This subject will be discussed at the regular meeting of the Hopkins Park Board on Monday June 15. Hopefully you will have an opportunity to stop in at the Center before that time, to visualize the areas to be improved. Ilk DATE: June 16, 1981 TO: Honorable Mayor and City Council THROUGH: William Craig, City Manager R FROM: Richard Wilson, Recreation and Parks Director SUBJECT: COMMUNITY CENTER DEVELOPMENT At the regular monthly meeting of the Hopkins Park Board conducted June 15, 1981, the Board did discuss proposed "community development funding" improvements to the Community Center. The Board recommends three categories of priorities as follows: All other suggestions First Priority 1. Install a drop ceiling in the kitchen hallway serving area. 2. Third Priority June 16, 1981 TO: Mayor and Council FROM: City Manager SUBJECT: Community Center 1981 Improvements I have completed a fairly rapid review of advisory groups, maintenance staff, and operating department people regarding the potential improvements at the Community Center. I attach the comprehensive list of possible improvements, furnished by Dick Wilson to the Park Board, and the memo regarding the Park Board's action, which was passed last night. I would endorse for your approval the Park Board recommendation. Further, I'd recommend that the following items on Dick's June 8th memo be considered deleted because of excessive capital or operating cost for the benefit obtained (all are Park Board last priority): Numbers 1, 2, 7, and 19. Number 15 can be deleted because it has already been done. I would heartily second the Park Board's caution on kitchen expenditures. If the above work is authorized, it is recommended that the city act as general contractor, and bid individual elements of the work using the expertise of the Housing Rehabilitation program and the inspection staff to write specifications and insure proper completion of the work.
