CR 05-43 Preliminary/Final Plat - Blake School CITY OF March 30, 2005 ~ HOPKINS Council Report 05-43 PRELIMINARY/FINAL PLAT - BLAKE SCHOOL Proposed Action. Staff recommends the following motion: Move to adopt Resolution 05-30, approving a preliminary/final plat for The Blake School and platting several parcels to become outlots that will be owned by the City except for outlot D. At the Zoning and Planning meeting, Mr. Paul moved and Mr. Sholtz seconded a motion to adopt Resolution RZ05-5, recommending approval of a preliminary/final plat for The Blake School and platting several parcels to become outlots that will be owned by the City, except for outlot D. The motion was approved unanimously. Overview. As part of the agreement with the reconstruction of Excelsior Boulevard, Blake School will receive property to the south of their site. Blake School will add two parcels of land to their property on the south. There is a 30-foot strip ofland abutting their south property that is in the City of Hopkins and a larger piece to land south of the City that is in the City of Edina. The City of Hopkins will be adding the 30-foot strip in Hopkins to Blake's property. The larger area in Edina will become an outlot. The City of Edina will be taking action on this parcel. In addition to the area south of Blake School, there will be several parcels of land in Interlachen that were the former trolley car line that will be platted as outlots and retained by the City except for Outlot D that was recently purchased from the City. Outlots are unbuildable. Primary Issues to Consider. . What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? . What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The zoning of the property is Institutional. The Comprehensive Plan has designated the site as Institutional. . Do the lots meet the minimum lot requirements? The 30-foot strip in the City of Hopkins will be joined with the large parcel of land that Blake School is on and will meet the minimum lot requirements. The area in Edina will become Outlot A. The small ends of the street are not part of the Blake agreement, but are part of the larger lot that will become Outlot A and will be retained by the City of Hopkins, except for Outlot D that was recently purchased from the City. These remnants will also become outlots. Outlots are unbuildable. . What are the specifics of the plat? With this plat, Blake School will combine several parcels of land that consist of the entire Blake Campus. The Blake School site will become one lot. . Does the proposed plat meet the subdivision requirements? The proposed subdivision meets the subdivision requirements. . Will a park dedication fee be required? A park dedication fee will be not be required. . What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the proposed plat with the Commission. Joanna Bossen representing Blake appeared before the Commission. No one appeared at the public hearing regarding this issue. Alternatives. 1. Approve the preliminary/final plat. By recommending approval of the preliminary/final plat, the City Council will consider a recommendation of approval. 2. Deny the preliminary/final plat. By recommending denial of the preliminary/final plat, the City Council will consider a recommendation of denial. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. If the City Council indicates that further information is needed, the item should be continued. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 05-30 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A PRELIMINARY/FINAL PLAT FOR THE BLAKE SCHOOL WHEREAS, an application for a preliminary/final plat SUBD05-1 has been made by The Blake School; and WHEREAS, the procedural history of the application is as follows: 1. That an application for a preliminary/final plat was made by The Blake School, on February 25,2005; 2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on March 29,2005: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and 4. A legal description of the subject property is as follows: Lot 1, Block 1, The Blake School NOW, THEREFORE, BE IT RESOLVED that the application for a preliminary/final plat SUBD05-1 is hereby approved based on the following Findings of Fact: 1. That the preliminary/final plat meets the subdivision requirements. 2. That the preliminary/final plat meets the zoning requirements. Adopted this 5th day of April 2005. Eugene J.
