06-16-09A regular meeting of the Hopkins City Council was held on June 16, 2009, in the Council
Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Youakim, Brausen, Rowan, and
Halverson. Also, present were staff members Getschow, Genellie, Stadler, Reid, Bradford,
and City Attorney Wynn Curtiss.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:33 p.m.
II. OPEN AGENDA PUBLIC COMMENTS AND CONCERNS
There were none.
III. OATH OF OFFICE
1. Oath of Office for Reserve Captain, Lieutenant, and Sergeants
Captain Tony Hanlin reviewed the purpose and function of the Police Reserves. The Reserves
volunteered over 5,000 hours in the past year. Sergeant Michael Glassberg introduced the
persons who were promoted to Captain, Susan Rhodes; Lieutenant, James Scanlon;
Sergeants, Randy Mahlen and Niro Senanayake. The oath was administered by the City
Clerk.
2. Oath of Office for Reserve Officers,
Sergeant Glassberg introduced the new Police Reserve Officers, Andrea Cacka, Nicholas
Larson, and Michael Wenshau. The City Clerk administered the oath of office.
IV. CONSENT AGENDA

Council Member Brausen moved and Council Member Halverson seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member Youakim,
aye; Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson,
aye; Mayor Maxwell, aye. The motion carried unanimously.
V. NEW BUSINESS
1. Adopt Resolution 2009 -036, Resolution Accepting Plans and Specifications and
Authorizing Ad for Bid, 2009 Blake Rd Sidewalk Improvements (CR2009 -053)
Hennepin County awarded a grant of $235,000 to the City for construction of sidewalks along
Blake Rd between State Hwy 7 and Excelsior Blvd. The final construction plans have been
completed by Bolton and Menk and are ready for a bid letting on Wednesday, July 15 The
bids will be presented to the council on July 21, 2009.
John Bradford, City Engineer, reviewed the final plans and scope of the project. The Project
will construct a six- foot sidewalk along the entire east side of Blake Rd beginning at the
existing sidewalk in front of West Side Village and extending to the State Hwy 7 intersection
project area. Total estimated cost of the project is $270,000. $235,000 will be from the grant.
Mr. Bradford reviewed the schedule for the project and answered questions concerning
grades, moving fire hydrants, and handicap access on the corners.
Council Member Rowan moved and Council Member Youakim seconded a motion to adopt
Resolution 2009 -036, Resolution Accepting Plans and Specifications and Authorizing Ad for
Bid, 2009 Blake Rd Sidewalk Improvements. A poll of the vote was as follows: Council
Member Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council
Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.
2. Approve the Sale of Pull Tabs by the Raspberry Festival at the Hopkins Area
Jaycees' Dances During Raspberry Festival.
The Raspberry Festival approached the City for permission to sell pull -tabs at the Friday and
Saturday night dances. Gambling Control would allow this with a letter from the City stating
that the City approves. Because City Policy 4 -A, Lawful Gambling, states that the pull -tabs
can be sold only within premises owned, occupied or leased by the organization, the City
Council needs to give permission to sell off premises.
The premises Permit allows licensees to conduct off premises gambling four days of the year.
The Hopkins Area Jaycees came forward to voice concerns about cleanup, the fact that the
Jaycees also conduct pull tab games, and security. The Jaycees are not interested in selling
pull tabs at the dance this year. The Raspberry Festival did not communicate to the Jaycees
that they were planning to sell pull tabs at the dance. The Jaycees will hold their general
membership meeting on July 11 The Council concurred that the sale of pull tabs can take
place at the dance, if at their general membership meeting; the Jaycees agree that the
Raspberry Festival should do so.
Council Member Halverson moved and Council Member Brausen seconded a motion to
approve the sale of pull tabs by the Raspberry Festival at the Hopkins Area Jaycees' dances
during Raspberry Festival if the general membership of the Jaycees approves. A poll of the
vote was as follows: Council Member Youakim, aye; Council Member Brausen, aye; Council
Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion
carried unanimously.
VIII. ADJOURNMENT
There being no further business, Council Member Youakim moved and Council Member
Brausen seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at 8:20 p.m.
