STAFF FINDINGS COMMENTS: Kerrigan Rafferty
1. At the regular June meeting of the Planning and Zoning Commission a proposed
rezoning of 738 7th Avenue South was presented for concept review. The appli-
cant wished to have her property rezoned in order that she could construct a
double bungalow on her property. The applicant has stated that the land con-
dition (poor soil) combined with todays costs, make new single family structures
a large financial burden in this area. However, because of the poor soil conditions
in this area, the applicant was requested to research in more detail the financial
feasibility of new construction prior to any further consideration of this item.
2. In the original review of this matter it was decided that it was most logical to
consider the rezoning of the area surrounding the subject parcel. This area is
defined as that part of the presently zoned R -1 -B district lying west of the north-
south alley located between 6th Avenue South and 7th Avenue South. This area con-
tains approximately 59 property owners. According to City records, all the dwell-
ings in this area are single family.
3. The subject area is presently zoned R -1 -B which according to the ordinance allows
only the construction of single family detached housing. The requested rezoning
to R -1 -A would allow the construction of 1 -2 family dwelling units and townhouses
if a subject parcel meets the minimum lot requirements.of the ordinance for such
construction.
4. The dwelling units in the subject area appear, for the most part, to have been
built either at the turn of the century or in the 1950's. Because of the poor
soil conditions many of the structures in this area have varying degrees of
structural damage as a result of foundation settling and shifting. By rezoning
this area to allow both the construction of one and two family dwellings, a
greater potential is provided to allow for new development in this area.
