MINUTESA regular meeting of the Council of the City of Hopkins, Minnesota was held on Tuesday June 15, 1982 in the Council Chambers of the City Hall, at 7:30 p.m. Present were Mayor Miller, Councilmembers, Milbert and Shirley. Also present were City Manager Craig; City Engineer Strojan; City Clerk Renne; Assistant Director of Community Development Norris; Public Works Operations Director Beecher; and City Attorney Vesely. Councilmember Arimond arrived at 7:44 p.m. Councilmember Lavin was absent. Reel #180 Side 1 1 624 MINUTES: LICENSES: BILLS: APPEARANCE: HEARING: ACTION: Item: 82 -82 -0 ACTION: Mr. Milbert moved and Mrs. Arimond seconded the motion to accept the ordinance for first reading and refer this item to the Zoning and Planning Commission. A poll of the vote was as follows: Mr. Milbert, Aye; Mr. Shirley, Aye; Mrs. Arimond, Aye; Mayor Miller, Aye. The motion carried unanimously. Item: 82 -82 -R Hopkins Housing and Redevelopment Authority Commercial Rehabilitation Loan Regulations. ACTION: Item: 82 -84 -P Playground equipment for Park Valley playground, donated by the Park Valley Association. ACTION: Mr. Shirley moved and Mr. Milbert seconded the motion to approve the minutes of the June 1, 1982 meeting. A poll of the vote was as follows: Mr. Milbert, Aye; Mr. Shirley, Aye; Mayor Miller, Aye. The motion carried unanimously. Mr. Milbert moved and Mr. Shirley seconded the motion to approve the additional 1982 miscellaneous license applications (list attached). A poll of the vote was as follows: Mr. Shirley, Aye; Mr. Milbert, Aye; Mayor Miller, Aye. The motion carried unanimously. Mrs. Arimond arrived at this point in the meeting. Mr. Shirley moved and Mr. Milbert seconded the motion to approve and authorize for payment the expenditures dated June 15, 1982 in the amount of $302,900.87, warrant 643. A poll of the vote was as follows: Mrs. Arimond, Aye; Mr. Shirley, Aye; Mr. Milbert, Aye; Mayor Miller, Aye. The motion carried unanimously. Paul Huseby, president of the Hopkins Raspberry Association and Raspberry Princess Sheila Raymond appeared before the Council to request permission to hold the Raspberry Festival for 1982 from July 9 July 18. Mr. Shirley moved and Mrs. Arimond seconded the motion to grant the request. A poll of the vote was as follows: Mr. Milbert, Aye; Mr. Shirley, Aye; Mrs. Arimond, Aye; Mayor Miller, Aye. The motion carried unanimously. Combmning of City lots 500 600 (commonly known as Taits and City Center lots) Continued from last meeting. Mr. Shirley moved and Mrs. Arimond seconded the motion to continue this hearing to the July 6 meeting. A poll of the vote was as follows: Mrs. Arimond, Aye; Mr. Shirley, Aye; Mr. Milbert, Aye; Mayor Miller, Nay. The motion carried. Ordinance No. 82 -512 AN ORDINANCE AMENDING HOPKINS ZONING ORDINANCE #427 TO ADD PROVISIONS FOR MANUFACTURED SINGLE FAMILY HOMES" Mr. Milbert moved and Mr. Shirley seconded the motion to approve the loan regulations as presented. A poll of the vote was as follows: Mrs Arimond, Nay; Mr. Shirley, Aye; Mr. Milbert, Aye; Mayor Miller, Aye. The motion carried. Mr. Milbert moved and Mrs. Arimond seconded the motion to accept the donation of playground equipment with the stipulation that it be inspected by Mr. Wilson and Mr. Dunsmore to assure its safety. A poll of the vote was as follows: Mr. Milbert, Aye; Mr. Shirley, Aye; Mrs. Arimond, Aye; Mayor Miller, Aye. A poll of the vote was as follows: Mrs. Arimond, Aye; Mr. Shirley, Aye; Mr. Milbert, Aye; Mayor Miller, Aye. The motion carried unanimously.
