Dog Park Discussion
As City Council is aware, the Park Board has been looking into the possibility of opening a dog park
in Hopkins. Their review of park needs and Hopkins spaces led them to consider a one-acre site
adjacent to the archery range in south Hopkins. A public informational meeting was held in
.onjunction with the May 15, 2006 Park Board meeting. Residents in south Hopkins have been
ctive and engaged in the process since the public meeting. This is especially true of the Meadow
Creek Condominiums Association who opposes the dog park at its proposed location due to the
close proximity and perceived negative impacts to their property. Petitions opposing the dog park
were signed by more than 250 of the Meadow Creek condominium owners. The condominium
association covenants don't allow Meadow Creek condominium owners to have dogs in their homes.
In response to the strong opposition by Meadow Creek Condominiums, a very large residential
community, City Council directed staff to investigate alternatives that may be available to Hopkins
residents desiring to use a dog off-leash area, i.e., dog park.
Currently, there are dog parks nearby in Edina and Eden Prairie. Also, Three Rivers Park District
intends to open a park at Bryant Lake Regional Park in October 2006. This park is 3 miles south of
Hopkins just off Shady Oak Road. What this means is that there are three year-round dog parks
available within just a short drive from Hopkins. Some of the specifics on each of these parks follow:
Three Rivers Park District Bryant Lake Park:
Paved parking for 24 cars
9.3 acres total with a separately fenced pond area
Cost: $5 daily fee or $30 annual pass (for any Three Rivers Park District facility)

Staff is exploring with the City of Edina the possibility of lowering their non-resident fees, perhaps
with a reciprocity agreement for the skatepark.
If City Council decides to not build a Hopkins dog park, staff would send information to residents
informing them of the location, process and cost of using our neighboring cities' parks and the future
Three Rivers Park District park. This could be done on the website, Hopkins Highlights and
SunSailor. Because both Edina and Eden Prairie advertise non-resident rates for their parks, staff
feels it is acceptable to inform our residents of these nearby dog parks.

City of Edina - Van Valkenburg Park
VAN VALKENBURG PARK
Van Valkenburg Park is a 42-acre park located on Lincoln Drive in Northwest
Edina. This large park is perfect for baseball games and tournaments, featuring
three baseball fields, bleachers, scoreboards, and even a concessions stand
and bathrooms. Van Valkenburg Park also has plenty of parking for busy
baseball leagues.
The park is also home to the City's first off-leash dog area (aLA), which is
open 6 a.m. to 10 p.m. Dogs must wear a special orange collar while in the
aLA, identifying them as leash-free permit holders. Cost for the permit is $25
for residents and $50 for non-residents. Discounts are available for multiple
dogs. Collars can be purchased at Edina City Hall, 4801 W. 50th St., or online.

. Dogs must be leashed when entering and exiting the off-leash area.
. The dog owner is responsible for damage and injuries inflicted by his or her
dog.
. Individual dogs known to be aggressive are not permitted.
. Owners must clean up after their dogs and properly dispose of waste.
. Children under the age of 12 must be closely supervised by an adult while in
the OLA. Children under the age of 6 are not allowed within in the aLA.
. Glass containers are not allowed within the aLA.
. Smoking is not allowed within the OLA.
. Female dogs in season are not allowed within the OLA.
. Unauthorized motorized equipment, vehicles and bikes are not allowed within
the OLA.
