Bradford, P.E., City Engineer o -- Y O / OPK Council Report 2009 -068 APPROVE FINAL PLANS AND AUTHORIZE BID WATER TREATMENT PLANT EMERGENCY GENERATOR Staff recommends adoption of the following motion: Move that Council adopt Resolution 2009 -044, Resolution Accepting Plans and Specifications and Authorizing Ad for Bid, Water Treatment Plant Emergency Generator The 2007 Comprehensive Utility Plan identified an emergency generator at the Elmo Water Treatment Plant as a needed piece of equipment to ensure the reliability of a safe water supply. The cost of the generator was included in the 2007 water and sewer rate study adopted by the City Council. The project includes a diesel engine generator that is designed to allow the City to participate in demand control programs offered by Xcel to reduce power costs at the water plant if the City chooses to participate. The generator set will also serve as a standby generator set that will automatically start and power the water treatment plant and Well No. 4 in the event of a power failure. The generator set is housed in a walk -in enclosure that allows for servicing the machine and monitoring its performance during inclement weather. The project site work includes construction of a concrete pad for the generator, replacing a portion of the bituminous and the addition of a curbed area for containment. Construction costs are estimated to be $320,000 which is at the budgeted amount. Bids will be opened Wednesday October 7, 2009 at 11:00 am with consideration by the Council at its October 20 meeting. The generator will arrive approximately 4 months after award. Site work will be completed this fall. PE DATE 420.2] foes AS NOTED PUN M 01]00 Yn MAO NO2 NO2 177 -0 [,a a a� CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2009 -044 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS PORTABLE EMERGENCY GENERATOR WHEREAS, the 2007 Comprehensive Utility Plan identified the procurement of an emergency generator at the Elmo Water Treatment Plant as necessary, and WHEREAS, plans and specifications for the portable generator have been prepared by WSB & Associates, Inc. and have been presented to Council for approval,; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: 1. Such plans and specification, a copy of which are attached hereto and made a part hereof; are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 11:00 a.m., on the 7 day of October, 2009, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and award of contract at the regular City Council meeting of October 20, 2009 in the Council Chambers.
