CR 01-019 Adoption of Resolution 2001-11 Authorizing the Submittal of the 2001 Hennepin County Municipal Recycling Grant ApplicationFebruary 5, 2001 ADOPTION OF RESOLUTION 2001 -11 AUTHORIZING THE SUBMITTAL OF THE 2001 HENNEPIN COUNTY MUNICIPAL RECYCLING GRANT APPLICATION Proposed Action. O ITY OF Overview. HOPKINS Council Report 2001 -19 Staff recommends adoption of the following motion: "Move to adopt Resolution No. 2001 -11 authorizing the submittal of the 2001 Hennepin County Recycling Grant Application." The City of Hopkins began a source - separated curbside - recycling program on February 1, 1989 in response to County and Metropolitan Council mandates. In order to aid cities in funding their recycling programs, Hennepin County developed a Funding Assistance Policy for Residential Recycling. Each year as part of this grant process the County requires that participating municipalities approve a resolution each year authorizing submittal of the application. This resolution must be included with our grant application in order for our grant application to be processed and funding to be dispersed. Primary Issues to Consider • Is adoption of this Resolution in the best interest of the City of Hopkins? Council has already approved prior resolutions which authorized submittal of a grant application for years 1995 -2000. Adoption of the new resolution will complete our 2001 grant application process and allow us to continue to receive funding from Hennepin County for our recycling program. Funding for 2001 will be determined by taking the SCORE funds and dividing them by the total household count in Hennepin County. This amounts to approximately $27,500 ($.70 per household per month x 3318 households x 12). SCORE Funds are collected through taxes on refuse bills. Appliances, scrap metal, and electronics were recycled at both events. Electronic items collected were handled through the Hennepin County electronic recycling program in cooperation with PPL. Two Reduce/Reuse /Recycle presentations were made at local schools in April and one was made in July at a local school's summer session. The Hopkins schools were notified in October that a Recycled Products Kit, assembled by the Recycling Association of Minnesota, was available through the Recycling Coordinator for use in classrooms. Yard Waste was collected at the curb free from mid -April through mid -May. Yard waste during the rest of the season continued to be collected at the curb but a per bag ($1.00) fee was charged. Residents also have the option of using our free brush and yard waste drop off from mid -May through the end of November. Material collected from this program is composted and offered to anyone free of charge provided they load and haul it themselves. 3318 new recycling bins were distributed to Hopkins' residential refuse customers in June. Included with the new bins was information on recycling, an invitation to attend the "America Recycles Day" kick off event taking place during the Hopkins Fire Department Open House, and a pledge card to enter the grand prize drawing for the "American Green Dream House ". . In September a Recycling presentation was given to participants in the first Hopkins Citizens' Academy, a curriculum developed to educate citizens in how their city government works. An "America Recycles Day" kick off event was held at the Hopkins Fire Department Open House in October. 2001 PROGRAM DESCRIPTION We will hold two Bulk Clean up events again this year on April 19, 20 and 21 and October 18, 19 and 20. Appliances, scrap metal, and electronics will be recycled at both events. Electronic items collected are handled through the Hennepin County electronic recycling program in cooperation with PPL. Material collected from this program is composted and offered to anyone free of charge provided they Toad and haul it themselves. In cooperation with the cities of Bloomington, Brooklyn Park, Eden Prairie, Hennepin Recycling Group, Minnetonka, Plymouth and Wayzata, Hopkins will be developing a Waste Reduction and Recycling Education Tool Kit/Trunk to be used by local schools to supplement their Environmental Education programs. Will be participating in discussions with Waste Management to expand our box board recycling program to include dry food packaging, beverage cartons, boxes of; detergent, tissue, gifts, shoes or office products, • and tubes from paper towels or gift wrap. an Equal Opportunity Employer Curbside Pick -up Curbside Drop -off Multi - family Pick -up Multi- family Drop -off 950.61 tons 149.98 tons Unknown 118.5 tons • • • YEAR END FIGURES Curbside: 1100.59 divided by 2958 = 37% CITY OF HOPKINS 2000 MUNICIPAL RECYCLING FINAL REPORT ADDENDUM The City has determined that 60% of our residents live in multi - family housing units that are not serviced by our curbside collection. When multi - family tonnage is excluded in our total waste generation figure, our recycling percentage equals 37% . Hopkins Waste Generation = 7394 60% multi - family waste generation = 4436 40% curbside residential waste generation = 2958 The Appliance, Electronic and Concrete /Brick tonnage listed under the drop -off on the recycling report was added entirely to residential collection because they were collected at our twice yearly bulk drop off which is offered only to residential refuse customers. Otherwise the drop off tonnage was split 60% multi - family and 40% curbside.
