09-15-09A regular meeting of the Hopkins City Council was held on September 15, 2009, in the
Council Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Youakim, Brausen, Rowan, and
Halverson. Also, present were staff members Getschow, Genellie, Stadler, Elverum,
and City Attorney Jerry Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:30 p.m.
II. OPEN AGENDA PUBLIC COMMENTS AND CONCERNS
There were none.
III. PRESENTATIONS
1. Fire Department Presentation on the TNT Fire Located at 10 Shady Oak Rd
On May 26, 2009, a fire broke out at TNT. Chief Specken explained the timeframe and
the process of the response to the fire. The first truck arrived within three minutes of the
911 call. Several of the surrounding cities also responded to the call. Hopkins Police
and Reserves, the Water Department, Public Works, Inspections, and the City Manager
all gave assistance. The cause of the fire is undetermined, but wiring was found to be
faulty. Chief Specken thanked all who assisted them in fighting the fire.

Council Member Halverson moved and Council Member Youakim seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member
Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council
Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.

V NEW BUSINESS
1. Approve Metropolitan Regional Arts Council Creative Intersections Grant
Application (CR2009 -075)
The Metropolitan Regional Arts Council funds a grant program, Creative Intersections,
which supports innovative partnerships that integrate arts and culture into plans for
community development and enrichment. The grant of $10,000 would fund the
development of an interactive art piece to be incorporated on Mainstreet. It would
require matching funds with $5,000 in -kind contributions from the City of Hopkins,
$1,000 from HBCA, and the additional $4,000 from other sponsors and donors. If
donations are not forthcoming, the City has the option of refusing the grant.
Council Member Brausen moved and Council Member Rowan seconded a motion to
approve an application to the Metropolitan Regional Arts Council Creative Intersections
grant program. A poll of the vote was as follows: Council Member Youakim, aye;
Council Member Brausen, aye; Council Member Rowan, aye; Council Member
Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.
2. Approve a New On -Sale Wine and 3.2 Malt Liquor License for Curry `N'
Noodles, 802 Mainstreet
The applicant, Curry `N' Noodles has purchased the former Michelangelo's building for
the purpose of opening a new restaurant. The Police have found no reason to deny the
application. They still need to submit a certificate of insurance.
Applicants Sreeram Pothula and Prem Gollapalli came forward to answer questions.
The Mayor and Council welcomed Mr. Gollapalli and Mr. Pothula to the City of Hopkins.
Council Member Rowan moved and Council Member Youakim seconded a motion to
approve an on -sale Wine and 3.2% Malt Liquor license for Curry 'N' Noodles with the
condition that a certificate of insurance showing liquor liability is provided to the City
Clerk. A poll of the vote was as follows: Council Member Youakim, aye; Council
Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye;
Mayor Maxwell, aye. The motion carried unanimously.

VIII. ADJOURNMENT
There being no further business, Council Member Brausen moved and Council Member
Halverson seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at p.m.
