CR 09-082 Hennepin Youth Sports Program Grant ApplicationG�TY OF October 20, 2009 N O P K I N S Council Report 2009 - -082 CAS Hennepin Youth Sports Program Grant Application Proposed Action Staff recommends adoption of the following motion: Move to approve Resolution 2009 -052 authorizing the filing of a grant application and execution of final agreements with Hennepin County Adoption of this motion allows the City to partner with the City of Minnetonka to submit a Hennepin County Youth Sports grant application for the Shady Oak Beach Community Play Area planned for construction beginning in August of 2010 and completed in time for the 2011 summer season. Overview The Cities of Hopkins and Minnetonka have included in their Capital Improvement Plans (CIP) for the past two years, a project that would replace the existing water play area at Shady Oak Beach with a community play area. The water play area was initially developed as part of the facility's overall renovation in 1998, and is in need of replacement due to aging mechanical systems and changes in requirements for pool operations. As proposed, the two cities will share in the cost of improvements with Minnetonka funding two- thirds of the cost and Hopkins one - third. By providing the community play area, Shady Oak Beach would gain an amenity that, by design, would attract users that are not necessarily visiting Shady Oak Beach only for the swimming opportunity. In addition, the community play area would remain open for use well beyond the typical swim season of June — August. Supporting Information • Resolution Number 2009 -052, authorizing the filing of a grant application and execution of final agreements with Hennepin County. • If the grant is provided, the city of Hopkins share of the project will be reduced from $110,000 to $62,500 and result in a savings of $47,500. Alternatives • Do not adopt resolution 2009 -052 and fund the project out of the Capital Improvements Plan as initially proposed. Dave Johnson Recreation Services Director Financial Impact: $47,500 Budgeted: Y/N Y Source: _Park Fund_ Related Documents (CIP, ERP, etc.): Notes: City of Hopkins Hennepin County, Minnesota Resolution No. 2009 - 052 Authorizing filing of a grant application and Execution of final agreements with Hennepin County WHEREAS, Hennepin County, via its Youth Sports Grant Program, provides for capital funds to assist local government units of Hennepin County for the development of sport or recreation facilities and wellbeing; and, WHEREAS, The Cities of Hopkins and Minnetonka (local government unit, hereinafter LGU) jointly desire to develop a Shady Oak Beach Community Play Area (name of project, hereinafter PROJECT) for the purpose of providing active recreational experiences for children. NOW THEREFORE, BE IT RESOLVED THAT: The estimate of the total cost of developing PROJECT shall be $375,000 and LGU is requesting $187,500 from the Hennepin County Legacy Grant program and will assume responsibility for a match requirement of $187,500. BE IT ALSO RESOLVED, LGU agree to own, assume one hundred (100) percent of operation costs for PROJECT, and will operate PROJECT for its intended purpose for the functional life of the facility, which is estimated to be 20 years. BE IT ALSO RESOLVED, LGU agree to enter into necessary and required agreements with Hennepin County for the specific purpose of constructing a sport or recreational facility and long -term program direction. BE IT ALSO RESOLVED, The City Manager (authorized representative) and /or Cities of Hopkins and Minnetonka (LGU) is authorized and directed to execute said application and serve as official liaison with Hennepin County or its authorized representative.
