Staff recommends adoption of the following motion: Move that Council accept a consultant services proposal from SEH Engineering for construction administration related to the Thermotech storm sewer project. Overview. In October 1999 Council approved a consultant services proposal with SEH Engineering for design, plans and bidding services associated with the Thermotech storm sewer project. Upon award of bid the project will have reached the construction phase. The City needs to consider the consultant's proposal for costs associated with construction administration. The SEH proposal is attached. Financial Impact: $ 23,261.40 Budgeted: Y/N Y Source: Storm Sewer Utility Related Documents (CIP, ERP, etc.): CIP and Budget Notes: Total engineering budget for this project is $60,000 • • • Analysis. • Engineering service costs The SEH Engineering proposal for construction administration is submitted for consideration at a cost range of $14,831.83 - $17,572.23. Tasks performed in this proposal are clearly outlined in the attached matrix. A variable cost arises with the RPR (field inspection) element. The consultant finds it difficult to estimate the time needed for inspection because of unknowns associated with working near the Thermotech Building A. The consultant and staff have agreed that only full -time inspection is necessary while working along the sensitive foundation area of the building. SEH also requests compensation of $5,689 for services involved with coordination with Thermotech's engineer and the City's soils engineer and for implementation of recommendations. • Staff finds the proposal to be reasonable in cost and recommends approval at a cost not to exceed $23,261.40. June 29, 2000 City of Hopkins 1010 First Street South Hopkins, MN 55343 Attn: Jim Gessele Dear Jim: This letter supplements the Agreement for Professional Services between City of Hopkins, Owner, and SEH dated July 6, 1999 and addresses providing services in connection with the Thermotech Storm Sewer Project (hereinafter called the "Project "). The scope of said services is detailed in the attached Exhibit A -1. Our services will consist of extra design services, providing construction services including resident project representative services during construction, and assistance during the start -up, all as set forth in this letter and the Agreement for Professional Services between SEH and City of Hopkins dated July 6, 1999. We will also furnish such Additional Services as you may request or as required. You will pay us a fee for our services, currently estimated to be range between $20,521.10 and $23,261.40, in accordance with Exhibit C -1, (Actual Billable Rate) method. Payment for additional services shall be based on the time required to perform the services and the billable rates for the principals and employees engaged directly on the project, plus charges for expenses and equipment, all in accordance with Exhibit C -1. We will start our services promptly after receipt of your authorization. We estimate our services will be completed after two months. If there are delays in the Project that are beyond our control, you agree to grant additional time to complete the services. Hopkins, MN 55343 Dear Jim: RE: City of Hopkins City Project 99 -09 SEH No. A- HOPKN0003.01 10.00 This letter is written to supplement the project scope and cost, for the above referenced project, submitted to you on June 6, 2000. I have attached the original scope and cost matrix submitted to you with the June 6, 2000 letter. After discussing the project scope with Steve Stadler, I have prepared and attached a second scope and cost matrix with a revision date of June 14, 2000. The difference between the two matrices is that in the June 14 version I have reduced the RPR time from 120 hours to 80 hours. The intent is that we would only have a full time RPR on site during the construction along Thermotech's building A and that after that we would only be on site as needed. Per our discussion yesterday, I have set up the contract to indicate the services will likely range between the two figures shown on those matrices ($20,521.10 - $23,261.40). It is our intent to work within the range of the lower figure. We will advise you if that is not possible. Included, in the figures shown above, is a cost of $5,689.27 for extra engineering services involved with coordinating and implementing recommendations made by GME regarding Thermotech's concern about the footings of their building.
