CR 09-100 Resolution Authorizing Agreement with the Minnesota DPS, Office of Traffic Safety for Grant ProgramsG�TY OF November 17, 2009 Council Report 2009 -100 HOPKINS Resolution Authorizing Agreement with the Minnesota DPS, Office of Traffic Safety for grant programs Proposed Action Staff recommends adoption of the following motion: Move to approve an agreement with the Minnesota Department of Public Safety, Office of Traffic Safety for grant programs. Overview The Minnesota Department of Public Safety, Office of Traffic Safety operates grant control programs such as Safe & Sober, Night Cap, HEAT and Motorcycle Task Force to promote traffic safety. Many of the funding opportunities for traffic safety programs are short term programs that require informal short application processes and operate for short periods of time. In the past the Chief of Police has had signatory authority to apply for funding under these programs. The State of Minnesota has requested City Council resolutions to support continuing that practice and naming authorized department personnel to execute these agreements in the future. The Hopkins Police Department has received funding under numerous short term grants to operate traffic safety programs in Hopkins in the past. These grant programs allow the department to fund overtime opportunities to concentrate on traffic enforcement without drawing from scheduled patrol teams and duties. This proposed resolution would allow the Chief of Police and the Captain to authorize such agreements and amendments as necessary to implement traffic safety grant programs for the Hopkins Police Department. The City of Hopkins Finance Department would continue as the fiscal agent for all grant programs and monitor any funding received for traffic programs. Primary Issues to Consider • This process has allowed the City of Hopkins to fund numerous traffic safety efforts in Hopkins over the last 10 years. Last year the Department received $3,685.00 to fund traffic enforcement. Matched with DUI Forfeiture Funds this allowed the Department to assign an additional 160 hours of uniform patrol to directed traffic enforcement. This effort resulted in 123 Traffic citations and 22 DWI arrests. Supporting Information • Resolution number 2009 -063. Craig A. Reid Chief of Police City of Hopkins Hennepin County, Minnesota RESOLUTION NO. 2009 -063 A Resolution Authorizing Agreement with the Minnesota DPS, Office of Traffic Safety for grant programs WHEREAS, the Hopkins Police Department enters into a grant agreement(s) with the Minnesota Department of Public Safety, Office of Traffic Safety for the Minnesota State Patrol grant programs, i.e., Safe and Sober, Night CAP, HEAT, Motorcycle Task Force on a regular basis. WHEREAS, the Hopkins Police Department's Chief of Police or the Hopkins Police Department's Captain are hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of the Hopkins Police Department and to be the fiscal agent and administrator the grant(s) for the City of Hopkins. NOW, THEREFORE, be it resolved, by the City Council of the City of Hopkins, that the Chief of Police and Hopkins Police Department Captain are authorized and directed to file applications and enter into agreements with the Office of Traffic Safety for such programs as helpful in pursuing traffic safety goals within the City of Hopkins.
