Rezoning-Area Adacent to West Busn. ParkJanuary 23, 1995 Planning Report ZN95 -2 Y Proposed Action. Staff recommends the following motion: Move to approve Resolution RZ95 -2 recommending approval of Ordinance 95 -756 rezoning the area adjacent to Westside Business Park: Overview. In an effort to reduce the number of potential multi family units within the City, the Planning Commission has undergone a process of amending the Comprehensive Plan to reflect new goals for the City regarding multi- family sites. Also one of the goals in the Strategic Plan for Economic Development was to review the potential multi family sites and to recommend changes. In conjunction with this process the Planning Commission has also reviewed several sites in the City which are either zoned or guided for multi family and determine if a change is appropriate. Supporting Documents. o Analysis of Issues Resolution RZ95 -2 Ordinance 95 -756 One of the areas identified to be changed is the area east of Westside Business Park. This property is currently zoned R -3, Medium Density Multiple Family. There are currently single family homes located in this area The Comprehensive Plan has designated this area as low density residential. Staff is proposing amending the zoning for this property to R -1 -B Single Family High Density. This change will allow the Comprehensive Plan and the Zoning Ordinance to be in agreement as relates to the future reuse of this property. Primary Issues to Consider. o What is the area zoned? o What has the Comprehensive Plan designated the subject area? o What type ofuses are in this area? What is the recommendation of the Planning Commission? Why is the staff recommending a change? What is the impact of this change? z 50,n Nancy Anderson, AICP Planner Primary Issues to Consider. ZN95 -2 Page 2 o What has the Comprehensive Plan designated the subject area? The Comprehensive Plan has designated the subject area as low density residential. A rezoning to R -1 -B will be consistent with the Comprehensive Plan designation. o What is the area zoned? The subject area is zoned R -3, Medium Density Multiple Family. The area abutting the R -3 area is zoned R -1 -B. o What type of uses are in this area? There are single and two family homes in the area. All the eleven single family homes will become a permitted use in an R -1 -B district. The two two family homes will become legal non conforming. o What is the recommendation of the Planning Commission? In the past the Planning Commission recommended that this area is rezoned from R -3 to R -1 -B. The homes in this area are consistent with the homes abutting the area to the east. The rezoning will be consistent with the area. o Why is the staff recommending a change? The staff is recommending amending the Zoning Ordinance to maintain the single and two- family homes in the area. The Comprehensive Plan has designated this area as low density residential. The Strategic Plan has also recommended that various multi family sites are reviewed within the City and that amendments are made to the Comprehensive Plan and Zoning Ordinance to preserve the single family homes within Hopkins. o What is the impact of the rezoning? The impact of the rezoning will be that the subject property cannot become apartments in the future. All the single family homes will become conforming uses and the two family homes will become legal non conforming. Alternatives 1. Recommend approval of the rezoning. By recommending approval of the rezoning, the City Council will consider a recommendation of approval. ZN95 -2 Page 3 2. Recommend denial of the rezoning. By recommending denial of the rezoning, the City Council will consider a recommendation of denial. If the Planning Commission chooses this alternative, findings of fact will have to be identified that support this alternative. 3. Continue for further information. If the Planning Commission indicates that further information is needed, the item should be continued. 1 Na ION mom. i 4 Is PIEN 7.1 _IL LI• INN r1 --1111.„ C min I_ MUG- NMI 1 MIN INNE INN 4 II El ■I- _I_ -I_ _t_ _1 sr M SIMON =i— ILL( 4 MUNI MMI NMI NM ./lam'' it ■11 IP 4 •10 iU iki LW .I.Telai.11 MEI MN MI MN IIII Mai 111111■ I six 2::pir II MEM I_a,_ lim usatOP UMW mum \111 46.: moms an ammi 4 li3 41.1 a EN* IIIV _Ce ,IC MI MI aT HO NM MI moo ra sms EMI 11 um ma M O MI 21 Ma -I Q. s. _i= M S 111... _=v C mow. =mom: C =am IM111 I1: /M 1111 1111 EN in 1 -4 mum fi r% NMI r MEE MOM m oug MIMI Me -M MI- co MI a mou NUM in MEI MEM gal ■I- MINIM -I RE C T Rol MB ROI VANS I I P1111 MIN ME MI _ek T. 1.195 '1111 :un 9 .1.1.. .1 MI 111%1E1 Emma ■l a I ,z IM MI owe WIF bop 6 IR No. c rllulw :41, 0 200) (1) 1 0 h 19( (2) 2 8O m h 08) 18 (3) 3 h h 17 (17) (4) 4 h h 16 (5) 5 h (I03)11 15(15) (6) 6 h h 1404) (7) 7 h ol N to 13 03) (8) 8 co Lo 12 (12) (9) 9 t h 1 1 1 1 (10)10 h Z 14(34) (21) 1 0 0o c co 13 (33) (22) 2 co OI co cc 12(32 (23) 3 co 11 <(24)4 10(3011.(25) 5 Zii 9(29) (26)3 6 t ccoo 8 (27) (27) 7 co 16 1 9 15 10 14 1 (I03)11 13 1 1 I 12 1 QP/ (9) 800 SUBJECT PROPERTY BEET 90 18/0 24 82 1 23 1 2 22 11 3 21 i i 4 20 I 5 I_ 19 1 800 760_ x(57) 8 (120 -159) 1 9 (58) 10 11 1(59) 11 r 03 STREET 92/ -93/ (118) LOCATION MAP CT (35) 1 2 (36) 2 (37) 3 t (38) 4 (39) 5 m 9 1401 O 6 i N (41) 7 (42) 8 tn (43) 9 (44)10 (45)H h (46) 12 h (63) 4 (64) 5 2.
