Proposed Action.
Staff recommends the following motion: Move to approve Resolution RZ95 -2 recommending
approval of Ordinance 95 -756 rezoning the area adjacent to Westside Business Park:
Overview.
In an effort to reduce the number of potential multi family units within the City, the Planning
Commission has undergone a process of amending the Comprehensive Plan to reflect new
goals for the City regarding multi- family sites. Also one of the goals in the Strategic Plan for
Economic Development was to review the potential multi family sites and to recommend
changes. In conjunction with this process the Planning Commission has also reviewed several
sites in the City which are either zoned or guided for multi family and determine if a change is
appropriate.

One of the areas identified to be changed is the area east of Westside Business Park. This
property is currently zoned R -3, Medium Density Multiple Family. There are currently single
family homes located in this area The Comprehensive Plan has designated this area as low
density residential. Staff is proposing amending the zoning for this property to R -1 -B Single
Family High Density. This change will allow the Comprehensive Plan and the Zoning
Ordinance to be in agreement as relates to the future reuse of this property.

o What has the Comprehensive Plan designated the subject area?
The Comprehensive Plan has designated the subject area as low density residential. A
rezoning to R -1 -B will be consistent with the Comprehensive Plan designation.
o What is the area zoned?
The subject area is zoned R -3, Medium Density Multiple Family. The area abutting the R -3
area is zoned R -1 -B.
o What type of uses are in this area?
There are single and two family homes in the area. All the eleven single family homes will
become a permitted use in an R -1 -B district. The two two family homes will become legal
non conforming.
o What is the recommendation of the Planning Commission?
In the past the Planning Commission recommended that this area is rezoned from R -3 to
R -1 -B. The homes in this area are consistent with the homes abutting the area to the east.
The rezoning will be consistent with the area.
o Why is the staff recommending a change?
The staff is recommending amending the Zoning Ordinance to maintain the single and
two- family homes in the area. The Comprehensive Plan has designated this area as low
density residential. The Strategic Plan has also recommended that various multi family sites
are reviewed within the City and that amendments are made to the Comprehensive Plan and
Zoning Ordinance to preserve the single family homes within Hopkins.
o What is the impact of the rezoning?
The impact of the rezoning will be that the subject property cannot become apartments in the
future. All the single family homes will become conforming uses and the two family homes
will become legal non conforming.
Alternatives
1. Recommend approval of the rezoning. By recommending approval of the rezoning, the
City Council will consider a recommendation of approval.

2. Recommend denial of the rezoning. By recommending denial of the rezoning, the City
Council will consider a recommendation of denial. If the Planning Commission chooses
this alternative, findings of fact will have to be identified that support this alternative.
3. Continue for further information. If the Planning Commission indicates that further
information is needed, the item should be continued.

RESOLUTION NO: RZ95 -2
RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING
APPROVAL OF AMENDMENTS TO THE ZONING ORDINANCE
WHEREAS, the procedural history of the application is as follows:
WHEREAS, an application for a rezoning, ZN95 -2, has been made by the City of Hopkins; and
1. That an application for ordinance amendments ZN95 -2 was made by the City of Hopkins
on December 30, 1994.
That the Hopkins Planning Commission, pursuant to published and mailed notices, held a
public hearing on the application and reviewed such application on January 31, 1995: all
persons present were given an opportunity to be heard.
3. That the written comments and analysis of the City staff were considered.
NOW THEREFORE, BE IT RESOLVED that the application for ordinance amendment ZN95 -2
is hereby recommended for approval based on the following Findings of Fact:
1. That a goal in the City of Hopkins Strategic Plan for Economic Development is to review
the multi family zoned and guided property.
2. That the City has undertaken a detailed analysis of multi family zoned and/or
guided sites in Hopkins, including the subject site.
3. That the proposed amendment to the Zoning Ordinance are consistent with the
goals /policies in the Comprehensive Plan including:
o The City will work to provide an overall mixture of residential land use in the City.
o The City will work to correct the disproportional amount of multiple family land
uses within the City.
o The City will work to provide a balance of land uses within the City.
o The City will seek to provide housing opportunities for people in all segments of
the life cycle.
4. That the proposed amendment to the Zoning Ordinance is consistent with the
future land use designation in the Comprehensive Plan for the property in question.
ORDINANCE NO. 95 -756
AN ORDINANCE REZONING THE 501 -615 7TH AVENUE SOUTH
BE IT ORDAINED by the City Council of the City of Hopkins as follows:
That the present zoning classification of R -3 upon the following described premises is
hereby repealed and in lieu thereof the said premises are hereby zoned as R -1 -B Single Family
High Density:
ATTEST:
That the presently existing Hopkins Zoning Map adopted as part of Hopkins Zoning
Ordinance is hereby amended and changed in accordance with the above provision.
