ZONING AMENDMENT PARKING LOTS

Proposed Action.
Star recommends the following motion: Move to approve Resolution RZ95 -3 recommending
approval of Ordinance 95 -755 amending the Zoning Ordinance regarding parking lots.
Overview.
The Engineering Department has been updating the City Code regarding requirements for
driveways, parking lot drainage, parking lot surface etc. The City Council is in the process of
amending the City Code regarding parking lots. To coordinate the language with the City
Code a section of the Zoning Ordinance needs to be amended regarding the design and
maintenance of parking lots. The following is the proposed and old language: (changes are
underlined or crossed -out)

Design and maintenance. Subdivision 1. Drainage. Driveways shall not
exceed a grade of 4% and all parking lots except those for less than four
vehicles shall be graded according to a drainage plan which has been approved
by the city engineer and the governing watershed district. Catch basins, sumps
and underground storm sewers may be required and all such lots and driveways
shall be surfaced with bituminous or portland concrete and installed with
concrete curb and gutter.

There probably will be no impact on any new parking lot. In reviewing a site for development
the City has required curb and gutters in parking lots for many years and new developments
are required to have Watershed District_ approval.
Existing lots are grandfathered, but if a lot is rebuilt, the lot would have to conform with the
existing requirements.
Alternatives
1. Recommend approval of the zoning amendment regarding the design and maintenance of
parking lots. By recommending approval of the zoning amendment, the City Council will
consider a recommendation of approval.
2. Recommend denial of the zoning amendment regarding the design and maintenance of
parking lots. By recommending denial of the zoning amendment, the City Council will
consider a recommendation of denial.
3. Continue for further information. If the Planning Commission indicates that further
information is needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING
APPROVAL OF AN AMENDMENT TO THE ZONING ORDINANCE
WHEREAS, the procedural history of the application is as follows:
That the written comments and analysis of the City staff were considered.

WHEREAS, an application for an amendment to the and zoning ordinance, ZN95 -1, has been
made by the City of Hopkins; and
That an application for ordinance amendment ZN95 -1 was made by the City of Hopkins
on December 30, 1995.
2. That the Hopkins Planning Commission, pursuant to published notice, held a public
hearing on the application and reviewed such application on January 31, 1995: all persons
present were given an opportunity to be heard.
NOW THEREFORE, BE IT RESOLVED that the application for ordinance amendment ZN95 -1
is hereby recommended for approval based on the following Findings of Fact:
1. That the proposed amendment will insure proper parking lot construction drainage control
which will protect the health, safety and welfare of the residents.

AN ORDINANCE AMENDING THE ZONING ORDINANCE
That the Hopkins Zoning Ordinance No. 550 be and the same is hereby amended by
amending the following sections:
