Subject: Screening of existing open storage areas
Attached is a proposed ordinance that will screen existing open storage areas within
the City. The proposed ordinance will require that all existing open storage areas will
have to comply with the section in the Zoning Ordinance that requires all new open
storage areas to be screened. The screening will be required in two years from the
effective date of the ordinance.
The proposed ordinance also has a section for a waiver from the ordinance if the open
storage area will be discontinued within a certain time period. This section will
probably apply to the Hennepin County Site.
If the proposed ordinance is acceptable, the Commission's action is to set a public
hearing for the February meeting.
HBCA will also be reviewing the proposed ordinance

AN ORDINANCE AMENDING THE ZONING ORDINANCE
That the Hopkins Zoning Ordinance No. 555 be and the same is hereby amended by
adding the following sections:
555.16 Open Storage. Subdivision 1. All open storage areas not in compliance with section
540.03 m must comply with this section, 1 -4, by April 18, 1997. Before April 18, 1997 all uses
with open storage must provide to the city staff a plan with how they will implement 1 -4. If
#1 -4 will not adequately screen the existing open storage, modifications can be made in the
height and type of screening to provide adequate screening of the open storage.
Subd. 2. Wavier. Any open storage area that will be discontinued within one year of the
above effect date of subdivision 1, is exempt from this subdivision if a purchase agreement and
/or intent of the new use is submitted to the city staff before the effective date of subdivision 1. If
the open storage continues beyond one year the open storage area is subject to the requirements
of 555.16 subdivision 1.
