Supporting Documents. o Analysis of Issues o Site Plan o Resolution RZ93 -9 i aff Clrir Nancy Anderson, AICP Planner 4111 CUP93 -4 Page 2 1111 Primary Issues to consider. o What is the zoning and Comprehensive Plan designation? The site is zoned I -1, Industrial. An open storage lot is permitted with a conditional use permit. The Comprehensive Plan has designated the subject site as industrial. o What are the requirements for a conditional use permit? The Zoning Ordinance requires the following for open storage: 1. the lot is graded and surfaced according to a plan submitted and approved by the city engineer that will adequately provide for drainage and dust control; 2. that the storage on such lot be so organized that a space of 15 feet for vehicular accessible open space remain between storage area with such areas not to exceed 40 feet in width; 3. that the height of such open storage shall not exceed 15 feet; 4. that the storage area shall be fenced in such a way as to screen from the street right -of -way; and 5. that the area shall be landscaped and maintained according to a plan submitted and approved by the building inspector. 6. that a side yard setback is required for fences that abut a right -of -way 50 feet or more in width, the setback shall be the required setback for a building in said industrial district. The fence ordinance also requires any fence in the front yard has to have the same setback as required for a building. In this case the setback is 20 feet from the property line. The applicants site plan shows 16 feet from the curb. The fence will have to be setback further. o What are the specifics of the site plan? Landscaping The front yard of the site will be landscaped. The plan submitted by the applicant shows a variety of shrubs in the front yard surrounded by wood chips. Because the applicant is required to have a larger setback than shown on the plan, the staff would recommend that additional trees are planted. CUP93 -4 Page 3 Staff is recommending that at least 10, 6 foot evergreens g g ns are placed on the site behind the landscaping. Staff will be contacting the applicant regarding the additional landscaping with a revised landscaping plan drawn by a licensed landscape architect. Drainage The applicant is proposed to grade the lot and place class 5 on the site. Staff is concerned with the dust control with classs 5 on the site. The other alternative to class 5 is paving the lot with asphalt, which will be expensive for the applicant. The staff has contacted the Watershed District to see if they have a surface requirement. The staff will recommend the surface that the Watershed District will require. The information will be available for the meeting. Access Access to the site will be from the alley in the rear of the site. There will be no access from 11th Avenue to the site. The alley is currently not improved, but several of the abutting properties have paved some of the alley. Staff is recommending that the alley behind the applicants lot is hard surfaced with a plan approved by the City Engineer. Fencing The applicant is proposing to erect a. six foot chain link fence with slates. This fence will surround the site. Staff is recommending that the applicant construct a wood fence along the front yard on llth Avenue and on the south side of the property. Building The applicant is proposing to place a 12' x 22' building on the site. The height of the building is 12 feet. Any building on the site will have to meet any applicable building codes. Also, it should be understood that this structure may not be used for office purposes. o What is the staff recommendation? Staff is recommending approval of the conditional use permit, with the conditions as outlined in the Resolution. Alternatives 1. By recommending approval of the conditional use permit, the City Council will consider a recommendation of approval for the conditional use permit. CUP93 -4 Page 4 2. B y recommending denial of the conditional use P ermit the City Council will consider a recommendation of denial for the conditional use permit. 3. Continue for further information. If the Commission indicates that further information is needed the item should be continued. 4 11 1 410 .>v cu 11 /2 Loca ;7.0 n Map S. io Q S 40>. l i k C) O (5) P h LOT 3 J N i I 1 I 411 Z 2 I I I -STREET SO 4\ 4 3 1 J 17 I /202 1 //O l /06 //02 i i_____, I 1 2► I 16 1( 2 1 I (I) i 1 1 24 1 I 1 l I P s L 3 15 11 (4) 3 I LOT 6 1 I I I 23 11 I 2 1 1 4 1 14 I I 436 I I /i1 2 1 I 1 22 I I 3 I 4 7 5 i I 13 11 5 I 1 X20 11 3 I I 21 II 4 I 19 I I 4 11 2 0 H 5 1- 12 I I 6 11 1 11 I II' 7 0 i 18 I i 5 I l i 19 1I6 1 1 I I I I 8 I I 10 1 1 G 2 17 11 6 1 1 1 18 1 7 1 1 I 1 9 Ci 1 16 1 1 7 I I I 17 8 1 1 --I F-- 3 45 11 8 1 I 16 9 1 1 54 I O I I I 8 2O\ f 8 T3b 4 5 G 14 Ii 539 1 15 1 1052 1 1 1 0 3 V 13 (7)10 (s) I I I I 11 I 1 I I 2 I9) I 6 12 I }009 I I 11 I I 11- /O 13 1 1 12 I I f 6TH ST EET I 24 023 (20)2 24 1 co cp 2 2 /O (46) 1 92q-9309 e 018/0 2482 0 9 0 Wail I 3 co j ?(429} (47) 2 23016) 2 I 23 Si)-3 h 22 -3 O 22 (48) 3 1 21(32) T4 22(75; 3 I I 2 4 W 21 (77) 4 W 21(63) (49) 4 a I I Wco 21(74) 4 1 21 i 20 co 19 6 (22) 5 20 5 2 0(62) 5 (0) 5 O 20 (73 I N Q -M cn 19 (43) A 19 m O 20 3 c +i. (61) 6 ry 19(72) 19 18 75 6 .31 I. 18(60) 151 8 co 59 1 Subject a c 1 030) 1 (23) 8 p (38) 8 17(59) N 1 7 (71) 's c5 I- (521 8 ►nrn N 4 4 16 i 9 co 16 9 -co 16(58) (53) 9 16 (128' (120 -159) m 1 5(29) (24)10 -15 10 I5 (57) 10 (12 7 (79 -126) O I/co (5) I I 14(78) 39111 o (!3311 I a I S 14(69 TRACT A /2/5 13(27} (26)12 13 12 13(55) (55) 1 t D O a 13(68) -cD 9 0/ -9// 92/ -93/ l 7TH S.
