Anderson, AICP Planner ii• VAC 93 -1 Page 2 Primary Issues to Consider. o Is the right -of -way needed for a public purpose? 14th Avenue in this area abuts most of the west side of the applicants property. South of the applicant's property, 14th Avenue has been vacated. It would be difficult to construct this roadway at future date because of the previous vacations of 14th Avenue. The City Engineering Department has reviewed this request and determined that there appears to be no future need to construct or extend 14th Avenue. o Does the right of way provide access to the abutting property? Due to prior vacations, 14th Avenue in only 248 feet in length. 14th Avenue does not provide access to the applicants property nor does it provide access to the property to the west or any other properties. Access to the applicant site and the abutting property to the west is from 5th Street. o Are there any utilities in the right of way? To the staffs knowledge there are no utilities in the right -of -way. The utility companies were notified of the vacation when Cliff Lambert, the abutting property owner requested a vacation 0 of 14th Avenue. The utility companies did not object to the vacation. Staff is requesting that if 14th Avenue is vacated, the City retain an easement for utilities in the future. Mr. Lambert furnished the City with similar easements. Alternatives. 1. Recommend approval of the vacation. By recommending approval of the vacation Thermotech will be able to construct their addition as proposed. 2. Recommend denial of the vacation. By recommending denial of the vacation Thermotech will not be able to construct their addition as proposed. 3. Continue for further information. If the Planning Commission indicates that further information is needed the item should be continued. el, O a' !O ``O (5) j (8) GP v I P LOT 3 (7) 14/5 /305 -1315 ..7 T>T /5/5 5 .f 02 i 1202 1 1110 1106 /102 1418-22 2 I1. 1 1 17 1 I 1 (11 1520 2 2 O' I O 2 I f 16 11 2 I LOT 6 N 1 1 I I 15 (4) 3 I I t45) SUBJECT 2 ,I a. j I I I I 6 PROPERTY F> 21 -1 (5)Q 4 I 1 14 1 436 1 (53) 4 i 13 1 5 5 Q-Q'1 1 5 I `N 2 Z 6 12 6 I O W O O 7 18 C7 1 G P 2- I 1 8 1 10 1 r- 2 1 .-.1 I 1 I i 9 I I e l 3 n Is_i 1 9 I F-- (46) I 9 1 4 It) 8 10 5 I I 0\ I.
