AMENDMENTS TO COMPREHENSIVE PLAN
Proposed Action.
Staff recommends the following motion: Move to schedule a public hearing for the. December
Zoning and Planning meeting to consider amendments to the Comprehensive Plan regarding
residential housing.
Overview.
There has been a concern raised regarding the number of new multi- family developments that
can be constructed within the City. This issue was discussed during the Strategic Planning
process and noted in the Housing Study. One of the goals and actions steps in the Strategic
Plan was to review the multi family housing sites and determine if changes need to be made.
In discussing this matter at the staff level, the first step in this process is to amend the
Comprehensive Plan to reflect the new goals and policies for residential development within
the City. By establishing new goals and policies on multi family housing, the City will be in a
better position to defend and justify .future zoning and Comprehensive Plan changes for
specific sites. Following the amending of the Comprehensive Plan, various specific sites will
be reviewed by the Planning Commission and recommendations for a change in the zoning,
Comprehensive Plan designation or both will be forwarded to the City Council for final action.

Primary Issues to Consider.
What is the background for amending the Comprehensive Plan?
There has been a concern by residents, elected officials, and staff regarding the number of
potential multi family units that can be constructed within the City. The recently completed
Hopkins Housing Study noted a larger percentage of existing multi family units in the City as
compared to other similar cities.
What is the goal and action steps regarding multi family housing in the Strategic Plan?
During the Strategic Planning process there also was a discussion on this matter. One of the
action steps detailed in the Strategic Plan was to review the various sites within the City that
were zoned or designated multi family.
The following is the is the goal and action steps regarding multi family housing in the
Strategic Plan:
Goals
o Assure strong and well maintained neighborhoods in order to foster an overall positive
economic development climate in Hopkins.
o The stability and growth of neighborhoods is key to the success of any economic
development efforts of a city. Neighborhoods provide employees for existing and
potential businesses, a market for the retail sector, and create an image of the
community which is a reflection upon the local businesses. Neighborhoods are also a
reflection upon a community's social and economic standards of living and overall
quality of life, which in turn impacts economic growth.
Actions Steps
o Examine properties which are currently zoned and guided for multi family housing.
Determine if changes need to be made based on:
o Need for single family, owner occupied housing vs. multi family, non -owner
occupied housing
o Current housing market
o Land use issues
o Goals of Strategic Plan

o How many units can be constructed with the existing zoning and

p a designations?
With the current zoning and Comprehensive Plan designations, approximately 2396 -3081
more multi family units can be constructed within the City.
o What is the goal in amending the Comprehensive Plan regarding
multi family housing?
Seek to reduce the total number of multiple residential units at build out by 2533. This
number was determined by future rezonings or changes in the Comprehensive Plan that will
reduce the number of potential multi family residential units that can be constructed.
o What is proposed to be changed in the Comprehensive Plan as a result of
this action?
The sections of the Comprehensive Plan that reflect future multi family redevelopment's or
areas on the land use plan that are designated as multi family will be reviewed to see if these
areas should remain as be multi family. Also, the goals and policies in the residential section
will be amended to reflect the new goals and policies which will reduce the potential number
of multi family units within the City.
o What are the next steps?
o Planning Commission holds a public hearing to review and recommend
amendments to the Comprehensive Plan for the purpose of establishing new
goals and policies regarding multi family housing in the City. All property
owners that may have their sites rezoned or a changed in the Comprehensive
Plan will be notified.
o Proposed Comprehensive Plan amendments are approved by City Council
o Proposed Comprehensive Plan amendments are approved by Met Council
o Hold public hearings at the Zoning and Planning meeting for amending
Comprehensive Plan/Zoning Ordinance for various specific sites.
o Planning Commission recommendations are reviewed by the City Council
Alternatives.
1. Schedule a public hearing for the December Zoning and Planning meeting. By
scheduling a public hearing for the December the proposed amendments to the
Comprehensive Plan the Planning Commission will consider amendments to the
Comprehensive Plan.

2. Do not schedule a public hearing for changes in the Comprehensive Plan. By not
scheduling a public hearing the Comprehensive Plan cannot be amended.
3. Continue for further information. If the Planning Commission indicates that further
information is needed the item should be continued.
