Proposed Action.
Staff recommends approval of the following motion: "Move that
Conditional Use Permit CUP:89 -2 for a 100 foot radio tower at
Hennepin County Public Works, 320 Washington Avenue South be
approved."
Approval of this motion will allow Hennepin County to construct a 100
foot self- supporting steel radio tower.
Overview.
Hennepin County is requesting to erect a 100 foot self- supporting
steel radio tower at the Hennepin County site This tower would be
located on the southeast corner of the existing building. The tower
would be used as a back -up facility and to expand certain
communication capabilities for the Emergency Preparedness Office. The
tower will have no impact on the surrounding parcels except for the
visual impact.
Staff is recommending approval because the tower is needed for the
health and safety of the citizens of Hennepin County.

Background.
The tower is to be located at the southeast corner of the existing
building because it is adjacent to the Emergency Preparedness Office.
The tower will be located 75 feet from the property line to the east.
The ordinance allows a maximum height for an antenna in an I -1
district of 52 feet. Ordinance 560.01 Subd. 2 stated "heights in
excess thereof for such purposes maybe permitted only by a Conditional
Use Permit determining that such structure would not be dangerous and
would not unreasonably affect the adjoining or adjacent property."
A similar tower was allowed at City Hall last year for the Police.
This tower is 120 feet in height.
There are no other antennas of this height on the site presently.
A few years ago, with the big rain storm, the Emergency Preparedness
Office lost communication capabilities.
Edina has been notified of the proposed tower. I spoke with the staff
of Edina about this tower. As of the date of this report they have
not received any comments. The Park Valley residents were notified
and there have been no comments from them.
Will the height of this tower have an adverse affect on the
surrounding area?
The tower will be located on the northeast side of the property which
minimizes the sight line to the residential districts. The site is
surrounded by industrial districts to the north and west. Residential
districts are to the south and east, but the residential district to
the south is approximately 1000 feet from the proposed tower. The
closest residential area is across Co. Rd. 169 in Edina. This
residential area in Edina will have the greatest visual impact, but
even this area is over 200 feet from the tower. The sound barrier
along Co. Rd. 169 will also block some of the tower from the
residential area.
The ordinance also states that a Conditional Use Permit can be granted
if the tower will not be dangerous. If the tower fell, it would fall
either on the County property or possibly on Co. Rd. 169. No
residential areas are close enough to be in danger if the tower should
fall.

1. Approve the Conditional Use Permit to erect the tower.
By approving the Conditional Use Permit, Hennepin County
will be able to construct the tower.
2. Deny the Conditional Use Permit. By denying the
Conditional Use Permit, Hennepin County will not have a
back -up facility and potentially endanger the citizens of
Hennepin County.
3. Continue for further information. If the Commission
feels that further information is needed, the item should
be continued.

Request For Conditional Use Permit
100 Foot Steel Radio Tower

Hopkins, Mn.
During wide area disasters and other emergency incidents that
affect the safety of both citizens and their property the use
of "two -way" radio communications equipment is very vital to
the County's Emergency Preparedness Office at 320 Washington
Ave South in Hopkins. Although the radio communications
equipment used by that department is currently dispersed at
several locations within the county; and remotely controlled
from 320 Washington Ave South, it is essential that an
additional and redundant facility be installed to serve as a
"back-up" facility should the primary equipment, or its
remote control circuits, be disrupted by storms or other
disabling phenomena.
It is also essential that the Emergency Preparedness Office
expand certain communications capabilities beyond what is now
possible with the present system, i.e., the ability to
monitor similar communications being conducted by the many .
communities and adjacent counties as storms or other
potentially destructive conditions develop and approach
Hennepin County.
The primary ingredient in such a back -up facility is a "radio
tower" having a height of at least 100 feet and located
immediately adjacent to the Emergency Preparedness Office.
A 100 foot self - supporting (no guy wires) steel radio tower
is needed for this requirement.

RESOLUTION NO: 89 -19
RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT CUP89-
WHEREAS, an application for a Conditional Use
Permit entitled CUP898 -19 made by Hennepin County, 320
Washington Avenue South, to erect a 100 foot steel self -
supporting radio tower is approved.
WHEREAS, the procedural history of the application
is as follows:
1. That an application for Conditional Use Permit
CUP89 -19 was filed with the City of Hopkins on
January 12, 1989.
2. That the Hopkins Planning Commission reviwed
such application on February 28, 1989.
3. That the Hopkins Planning Commission, pursuant
to published and mailed notices, held a public
hearing on February 28, 1989: all persons
present at the hearing were given an
opportunity to be heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that application for
Conditional Use Permit CUP :89 -19 is hereby approved with the
following Findings of Fact:
1. That the proposed tower is needed for a back -up
facility.
2. That the proposed tower will allow the existing
communication capabilities to expand.
3. That the proposed tower is essential for the
welfare of the citizens of Hennepin County.
Adopted this 7 day of March, 1989.
