Overview.
In 1987 Super Valu was approved to construct a 50,384 square foot
freezer addition on the subject site Only 21,300 square feet of
freezer was constructed. A new Conditional Use Permit is needed for
the new construction because Conditional Use Permits expire after a
year unless the use for which the permit has been granted is in
effect.
Super Valu is now proposing to demolish 35,680 square feet of the
tractor parking and 22,000 ', square feet of office space. In place of
the demolished building, 23,800 square feet of freezer will be added
to, the west side of the existing freezer. Some minor internal
remodeling will also be taking place.
Staff is recommending approval of this Conditional Use Permit because
of the improvement to the site and lack of impact on the surrounding
area.

Conformance with ordinance.
This addition will comply with the ordinance. Because of the
demolition of existing buildings, the site will have more parking and
a lower F.A.R. The setbacks are not affected.
Internal Traffic Movement.
The new freezer addition should not affect the internal traffic
patterns. Traffic will be able to move between the freezer and the
tractor parking building. A few more trailer parking spaces will be
added with the demolition of the old Farmhand building. Four more
docks will be added on the south side of the new addition. The
Farmhand building will be converted for more tractor parking.
Fire Marshal.
The Fire Marshal has reviewed the plans and found them acceptable.
Drainage.
The Director of Engineering has reviewed the plans and found them
acceptable. The drainage will remain the same.
Exterior
The exterior material of the new addition will be the same as the
existing freezer which is white metal panels.
Will the new freezer addition impact the surrounding area?
The new freezer addition should have no impact on the surrounding
residential areas to the east and south. The easterly residential
area is separated and buffered by the existing buildings. The
residential district to the south is separated further because the new
freezer is further north on the site than the buildings that will be
demolished. The sound wall also separates the residential area to the
south. The site is surrounded by industrial districts to the- west -and
north.
The complete freezer addition was approved back in 1987 but only half
was constructed. The proposed addition will complete what was
approved in 1987. The plan remains almost exactly as what was
approved in 1987.
When, the sound wall was constructed, Super Valu did significant
landscaping on the south side of the site to soften the sound wall.
The east side, which also abutts a residential area, is landscaped
quite extensively. The north and west sides are screened with a
fence.

Alternatives.
1. Approve the Conditional Use Permit for the addition. By
approving the Conditional Use Permit Super Valu will be
able to construct a 23,800 square foot addition.
2. Deny the Conditional Use Permit for the freezer addition.
By denying the Conditional Use Permit, Super Valu will
not be able to construct the freezer addition.
3. Continue for further information. If the Commission
feels that further information is needed, the item should
be continued.

Main Site Freezer Warehouse Addition

The Project consists of the following:
a) _Conversion of approximately 6,700 SF of space in the Main Site
general Merchandise /dry grocery warehouse building into a fire -
protected room for the storage of aerosol products.
b) Conversion of the portion of the Farmhand Building that currently
contains aerosol products and paper products into a fire - protected
and ventilated area for the indoor parking of semi -truck tractor
units.
c) Demolition of approximately 35,680 SF of the existing Farmhand
Building that currently contains indoor parking for tractors;
and demolition of the vacated office portion of the Farmhand
Building, containing approximately 22,000 SF of floor area (8,500
SF of site area).
d) Construction of a 23,800 SF addition to the existing Main Site
Freezer Building.
Surfacing of all vacated site areas with paving, along with the
inclusion of additional surface -water catch basins.
The exterior appearance of the new Freezer Building addition will be per-
ceptibly identical in color, finish materials and height as the most recent
Freezer Building addition, constructed in 1987.
There currently is no landscaping on the portion of the property in proximity
to the Freezer Building addition. Paved areas will be replaced by building
areas. Because of the continual use of this portion of the site for truck
vehicular movement, there are no plans for new landscaping.

RESOLUTION NO: 89 -31
RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT CUP89 -3
WHEREAS, an application for a Conditional Use Permit
entitled CUP89 -3 made by Super Valu Inc., 101
Jefferson Avenue South, to construct a freezer
addition is approved.
WHEREAS, the procedural history of the application is as
follows:
1. That an application for Conditional Use
Permit CUP89 -3 was filed with the City of
Hopkins on March 31, 1989.
2. That the Hopkins Planning Commission reviewed
such application on April 25, 1989.
3. That the Hopkins Planning Commission,
pursuant to published and mailed notices,
held a public hearing on April 25, 1989: all
persons present at the hearing were given an
opportunity to be heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that application for
Conditional Use Permit CUP89 -3 is hereby approved
subject to the following Findings of Fact:
1. That the addition complies with the I -2
district requirements.
2. That the freezer addition will be an
improvement to the site.
Adopted this 2nd day of May 1989.
