Cond. Use Permit-Super Valul Inc.Overview. Last month Super Valu was approved to construct an addition to the freezer. This freezer addition involved the demolition of some of the Farmhand building. With the demolition of part of the Farmhand building. The remaining Farmhand building will be remodeled both on the exterior and interior. A Conditional Use Permit is needed because construction is over $150,000. Staff is recommending approval of the remodeling improvement to the site Primary Issues to Consider. o Will the remodeling of the Farmhand building have an effect on the surrounding area? Proposed Action. Staff recommends approval of the following motion: "Move approval of Resolution No: RZ89 -3 to remodel the Farmhand building on the Super Valu site at 101 Jefferson Avenue South ". May 15, 1989 Approval of this motion will allow Super Valu to remodel the Farmhand building. Exterior Materials The new exterior material will be the following: - clerestory - a window type material already existing on the building around the top - dryvit - it looks like a stucco, and will be added in various areas below the clerestory - brick - new brick will be added to match the old only if one exterior concept is chosen - metal coping — will be added below the clerestory, the color has not been determined The trailer wash and the fuel island will be moved slighting as compared to what the plan shows. The trailer wash will be moved to the north and the fuel island will be moved south of the trailer wash. Super Valu has supplied two proposed external concepts. Both are very similar, the only difference is that one has more brick and a few more windows. Super Valu has not determined which one they will use. Both concepts for external materials are on page 3 of the plans supplied by Super Valu. Primary Issues to Consider. o Will the remodeling of the Farmhand building have an effect on the surrounding area? This item is before the Commission because the construction cost is over $150,000. Most of the remodeling will be internal which will provide a better operating situation for Super Valu. This remodeling should have no effect on the surrounding area. The internal site movements were reviewed last month along with the demolition of part of the Farmhand building. The internal remodeling of the Farmhand building will involve the removal of any products and moving them to another location on the site. The primary use of the building was tractor parking and repair, which will remain. The external remodeling will be improving the external appearance. A new trailer wash will be added on the west side of the Farmhand building away from any homes. The improvements to the exterior surfaces can be nothing but an improvement to the site and the area. RECOMMENDING APPROVAL OF APPLICATION FOR CONDITIONAL USE PERMIT CUP89 -6 WHEREAS, an application for a Conditional Use Permit entitled CUP89 -6 made by Super Valu, Inc., to remodel the former Farmhand structure is recommended for approval. WHEREAS, the procedural history of the application is as follows: 1. That an application for Conditional Use Permit CUP89 -6 was filed with the City of Hopkins on May 5, 1989. 2. That the Hopkins Planning Commission reviewed such application on May 30, 1989. 3. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on May 30, 1989: all persons present at the hearing were given an opportunity to be heard. 4. That the written comments and analysis of the City Staff and the Planning Commission were considered. NOW THEREFORE BE IT RESOLVED, that application for Conditional Use Permit CUP89 -6 is hereby recommended for approval subject to the following Findings of Fact: 1. That the improvements to the Farmhand building will be an improvement to the site and the area. 2. That the remodeling of the Farmhand building will not affect the surrounding area.
