Proposed Action
Staff recommends approval of the following motion: "Move approval of
Resolution No Z89 -5 for a Conditional Use Permit by the Hopkins
Jaycees to operate a Bingo Hall."
Approval of this motion will allow the Hopkins Jaycees to have operate
a Bingo Hall.
Overview
The Hopkins Jaycees have also applied to amend the Zoning Ordinance to
allow Bingo as a permitted use The staff has recommended that Bingo
Halls be a conditional use in the B -2/B -3 districts. By requiring
Bingo Hall to get a conditional use permit, the City will be able to
review all Bingo Halls and place any conditions the City Council may
feel are necessary to protect the safety and welfare of the area.
Staff is recommending approval because the proposed
meet the requirements for a Conditional Use Permit.

o Will the proposed Bingo Hall meet the proposed performance
standards?
The Bingo Hall as proposed by the Jaycees will meet the proposed
performance standards.
Since the only other Bingo Hall in Brooklyn Park that is similar to
the one proposed does not have any performance standards to use as a
guide, it is hard to predict if the proposed performance standards
will be adequate.
By requiring a Conditional Use Permit it gives the City a right to
review all Bingo Halls and conditions may be placed on each Bingo Hall
on a case to case basis.
o Are the proposed hours of operation of Bingo Halls compatible with
the current parking system?
The existing parking in downtown Hopkins allows 3 hours free parking.
The Jaycees will be requesting the Parking Committee to change the
parking system to 4 hours free parking. Until the Bingo patronage
becomes familiar with the parking system, the staff is recommending
that signs are posted with the hours of free parking in the Bingo
Hall.
PROPOSED PERFORMANCE STANDARDS
535.03 Subd. 2 CC)
1. That the applicant submit a floor plan and seating plan

hours of operation change from the approved hours, the
City Council has to approve the new hours.

RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL
OF APPLICATION FOR CONDITIONAL USE PERMIT CUP89 -7
WHEREAS, an application for a Conditional Use Permit
entitled CUP89 -7 made by Hopkins Jaycees,
to allow Bingo in the B -2 and B -3 districts is
recommended for approval.
WHEREAS, the procedural history of the application is as
follows:
1. That an application for Conditional Use
Permit CUP89 -7 was filed with the City of
Hopkins on May 5, 1989.
2. That the Hopkins Planning Commission reviewed
such application on May 30, 1989.
3. That the Hopkins Planning Commission,
pursuant to published and mailed notices,
held a public hearing on May 30, 1989: all
persons present at the hearing were given an
opportunity to be heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that application for
Conditional Use Permit CUP89 -7 is hereby
recommended for approval subject to the following
Findings of Fact:
1. That the proposed Bingo Hall meets the
requirements for a Conditional Use Permit.
2. That the proposed Bingo Hall, is a Conditional
Use within the B -2 district.
BE IT FURTHER RESOLVED, that application for Conditional Use
Permit CUP 89 -7 is hereby recommended for
approval subject to the following Conditions:
1. That the Zoning Ordinance is amended to all Bingo
Halls as a Conditional Use in the B -2/B -3
districts.
