Resolution NO:RZ94-22 CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: RZ94 -22 RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING FOR APPROVAL AN APPLICATION TO AMEND THE COMPREHENSIVE PLAN AND REZONE THE OPUS PROPERTY WHEREAS, an application to ZN94 -4 and COMP94 -2, made by the City of Hopkins for an amendment to the Comprehensive Plan from High Density Multiple Family to Medium Density Multiple Family and a rezoning from R -4 PUD to R -2 for the vacant property owned by Opus, is recommended for approval. WHEREAS, the procedural history of the application is as follows: 1. That an application to amend the Comprehensive Plan and a rezoning was filed with the City of Hopkins on November 28, 1994. 2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on the application and reviewed such application on December 27, 1994: all persons present at the hearing were given an opportunity to be heard. 3. That the written comments and analysis of the City staff and the Planning Commission were considered. 4. A legal description of the subject property is as follows: Lot 1 Block 1 Opus Ninth Addition NOW THEREFORE, BE IT RESOLVED that the application ZN94 -4 and COMP94 -2 is hereby recommended for approval based on the following Findings of Fact: 1 That a goal in the City of Hopkins Strategic Plan for Economic Development is to review the multi family zoned and guided property. 2. That a change in the zoning and Comprehensive Plan designation of the subject property will work to provide an overall mixture of residential land use the City 3. That a change in the zoning and Comprehensive Plan designation of the subject property will help to reduce the disproportional amount of multiple family land uses within the City. RESOLUTION NO RZ94 -22 Page 2 4 That a change in the zoning and Comprehensive Plan designation of the subject property will work to provide a balance of land uses within the City. 5 That a change in the zoning and Comprehensive Plan designation of the subject site will help to provide housing opportunities for people in all segments of the life cycle Adopted this 27th day of December, 1994.
