Comission Minutes 1111 ZONING AND PLANNING COMMISSION MINUTES January 25, 1994 A regular meeting of the Zoning and Planning Commission was held on Tuesday, January 25, 1994 at 6:30 p.m. in the Raspberry Room of Hopkins City Hall. Present were Commission members Reuter, Hutchison, Winship, Racek, Day and Bob Anderson. Also present was staff member Nancy Anderson. Absent were Commission members Gullickson and Johnson. CALL TO ORDER The meeting was called to order at 6:30 by Chairperson Reuter. APPROVAL OF MINUTES Mr. Winship moved and Mr. Day seconded the motion to approve the minutes of the December 28, 1993 meeting. The motion carried unanimously. ITEM: COMP94 -1 COMPREHENSIVE PLAN RESIDENTIAL POLICIES Public hearing to consider amending the Comprehensive Plan relating to residential policies. Staff reviewed the proposed changes. There was discussion in regards to the balance between single and multi family dwellings in the City. The procedure which will be followed the make the proposed changes is as follows: o Approval by the City Council o Approval by the Metro Council o Return to Zoning and Planning Commission for site specific changes Commission members asked for clarification of the wording in the resolution. The public hearing was opened at 7:43. Steve Shaw of 301 North Monroe appeared and asked for clarification of the changes. Robert Lowe of 220 Madison Circle South appeared and stated that he would like his neighborhood to be returned to single family zoning and the neighborhood preserved. He also stated he is Zoning and Planning Commission Minutes January 25, 1994 concerned about the quality of the entire City, not just his neighborhood. The public hearing was closed at 7:49. Mr. Hutchison moved and Mr. Day seconded the motion to approve Resolution RZ94 -1 approving changes to the Comprehensive Plan regarding residential housing with the addition of a revised point 3. The motion passed unanimously. ITEM: REVIEW PROPOSED PAWN SHOP ORDINANCE Staff reviewed the proposed changes with the Commission. There is a concern about the number of pawn shops which might locate in the City. Commission members asked for clarification of some of the wording. There was discussion about the distance pawn shops should be allowed from residential areas.
