Commission Minutes i� A ZONING AND PLANNING COMMISSION MINUTES May 30, 1995 A regular meeting of the Zoning and Planning Commission was held on Tuesday, May 30, 1995, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission members David Day, John Hutchison, William Schumacher, Kate Kinnich, Bill Gullickson and Council Representative Robert Anderson. In the absence of Mr. Johnson, Mr. Gullickson chaired the meeting. Commission members John Racek and Dan Johnson were absent. Also present were City Planner Nancy Anderson and City Attorney Jerre Miller. CALL TO ORDER APPROVAL OF MINUTES Mr. Hutichson moved and Ms. Kinnich seconded a motion to approve the minutes of the April 28, 1995, meeting. The motion carried unanimously. Mr. Schumacher arrived at 6:35 p.m. CASE NO. ZN95 3 ZONING AMENDMENT STORAGE AREAS Ms. Anderson reviewed the recommendation to approve the amendment of the Zoning Ordinance regarding the screening of existing open storage areas. Vince Schreier, 321 Madison, appeared before the Commission. Mr. Schumacher asked various questions of Staff regarding the proposed ordinance. Mr. Schumacher spoke against the proposed ordinance. Mr. Hutchison moved and Mr. Day seconded a motion to approve Resolution RZ95 -6. The motion was approved on a 4 -1 vote, Mr. Schumacher voting nay. CASE NO. ZN95 7 -TYLER TO HIGHWAY 169 Ms. Anderson reviewed the proposed rezoning. The public hearing was opened at 6:45 p.m. Vince Schreier, 321 Madison, and Steve Shaw, 301 Monroe, appeared before the Commission. Mr. Schreier wanted to know why the ABM property was not included in this rezoning. Mr. Shaw wanted the ABM property included in this rezoning at tonight's meeting. Staff explained that there are notices that have to be published and sent to the abutting property owners in order for a rezoning to be heard at a meeting. The required notices have not been done for the ABM property. Staff stated that the rezoning of the north 175 feet of the ABM property will be on the agenda for the June Zoning and Planning meeting. Staff also stated that an option for the Commission would be to continue this item to next meeting because of the ABM rezoning. Mr. Hutchison stated that he did not feel that this needed to be continued and that the ABM rezoning 0 MINUTES OF THE ZONING AND PLANNING MEETING Page Two Eli will be considered next month. The public hearing was closed at 7:00 p.m. Mr. Hutchison moved and Ms. Kinnich seconded a motion to close the public hearing. The motion carried unanimously. Mr. Hutchison moved and Ms. Kinnich seconded a motion to approve Resolution RZ95 13. The motion carried unanimously. CASE NO. ZN95 -8 REZONING /COMPREHENSIVE PLAN CHANGE EAST PART OF BOWLING ALLEY PARKING LOT AND WEST SIDE OF 20TH AVENUE Staff reviewed the proposed changes with the Commission. The public hearing was opened at 7:10 p.m. An individual who did not identify himself asked why the Comprehensive Plan was being amended. Staff stated that the zoning and Comprehensive Plan would be the same with the J proposed amendments. Mr. Hutchison moved and Mr. Day seconded a motion to close the public hearing at 7:13 p.m. The motion carried unanimously. Mr. Hutchison moved and Mr. Schumacher seconded a motion to approve Resolution RZ95 14. The motion carried unanimously. ITEM: Pawn Shops There is currently a moratorium on the establishment of pawn shops. Staff has reviewed information for other cities and the American Planning Association regarding the regulation of pawn shops. Staff is recommending that those pawn shops within the city continue to be regulated by the licensing ordinance. The Commission agreed with the Staff recommendation. Several members of the Commission stated that the existing pawn shops appear to be well run businesses. ADJOURN Mr. Hutchison moved and Ms. Kinnich seconded a motion to adjourn.
